In addition, provided user input, priorities, and direction to both Distributed Interactive Simulations (DIS) technology and standards. Served as the virtual training expert in the development and integration of simulation-based training for the Army. Developed detailed course material to teach Army tactics, techniques, and procedures using an interactive simulation developed by Lawrence Livermore Laboratories, Livermore, California. Also developed advanced warfighting and battle command instructions using computer simulations to increase the cognitive levels of instruction and provide future military commanders with “battlefield command experience.”

STRATEGIC PLANNING

Established near term and long-range plans in support of the U.S. Army Garrison, Fort McClellan, GA. Generated a contract with two local cities for public works at reduced costs and greater efficiency and volume. Set the stage for the privatization of all utilities on the installation. Reduced operating costs by $3M while increasing the production of the workforce. Secured additional funding to upgrade numerous housing and athletic facilities, barracks and classroom furniture, and automation support. Single-handedly jump-started the installation long-range plan and established a Community Action Council to improve future community support for the installation and other Army activities and programs.

 TRAINING MANAGEMENT

Coordinated and executed matters pertaining to the training of the 3rd and 4th Infantry Divisions for wartime missions. Managed an operational and training budget of $67M, 71,000 acres of maneuver training area, and training facilities and equipment in excess of $51M. An expert tactician and professional warfighter with an upbeat leadership style. Created gunnery and maneuver training programs that resulted in tank crew fighting as units with precision and discipline. Developed new methods in maintenance and maintenance training that kept the oldest tanks in the Army’s inventory at operational readiness rates consistently exceeding 90%. Pictured the future forces for the Army and translated the vision into innovative doctrine that maximized the effectiveness of the combined arms team.

LAND MANAGEMENT

Planned and executed Base Realignment and Closure (BRAC) activities related to Fort McClellan to include reuse planning, environmental restoration, and historic preservation of facilities. Environmental restoration included training facilities and range clearance of unexploded ordnance and remediation of contaminants. Worked closely with elected officials at local, state, and national levels to develop and coordinate complex plans satisfactory to many diverse interests.

 COMMUNICATIONS

Oversaw the production of all speeches and presentations given by the Supreme Allied Commander Europe (SACEUR). Provided trusted advice on many of the most sensitive alliance issues. Demonstrated the unique ability to work at strategic levels of our government and unified commands. Earned the respect of soldiers and commanders at all echelons through effective communications and being a superb trainer/coach/teacher. Using an upbeat leadership style caused subordinates to consistently exceed performance expectations.
