Normally, the foreign worker will receive the Romania work permit valid only for one employer and for one year. Such a permit needs renewing each year. Technically, you are not allowed to enter Romania to look for work.

Most employers, who are subject to heavy fines if they hire illegally, will not offer a job to a foreigner who does not possess a valid Romania work permit.

When you are in Romania, the most effective method of finding a job is to walk in and ask. However, temporary jobs like apple picking and any work “on black” will never qualify you for a work permit. Furthermore, such unofficial employment can quite often lead to exploitative working conditions. If you are caught, you can be hit with hefty fines or even barred from the country.
