This is a high-impact senior role at the heart of AMTL’s financial crime function. As Deputy MLRO, you will support the Head of AML/Compliance in upholding AMTL’s AML/CFT obligations under the Criminal Justice (Money Laundering and Terrorist Financing) Act 2010 (as amended) and the Central Bank of Ireland’s AML/CFT Guidelines for the Financial Sector.

You will own the day-to-day operation of the AML/CFT framework, lead suspicious transaction reporting, support CBI regulatory engagement, and help embed a culture of financial crime awareness across a business that is scaling rapidly. The role offers genuine autonomy, direct Board-level visibility, and a clear path within AMTL’s growing leadership team.
 

Responsibilities

AML/CFT Framework and Governance
  • Assist the Head of AML/Compliance in implementing and maintaining AMTL’s AML/CFT framework in line with CBI requirements and applicable EU AML directives.
  • Support the Head of AML/Compliance in discharging governance obligations, including preparation of independent management information and Board-level AML/CFT reporting.
  • Prepare the annual MLRO/Compliance Officer report and ongoing Board-level management information on AML/CFT matters, risk indicators, and typology trends.
  • Conduct gap analyses on regulations and guidance published by the CBI, EBA, and FATF, ensuring AMTL’s AML/CFT framework remains aligned with CBI supervisory expectations and applicable EU AML standards.

CBI Regulatory Engagement and Supervision
  • Assist in preparing for and managing CBI AML/CFT inspections, Risk Evaluation Questionnaires (REQs), and regulatory engagement with the CBI’s Financial Crime Division.
  • Act as a primary point of contact for CBI queries relating to AML/CFT matters, supporting the Head of AML/Compliance in all regulatory interactions.
  • File periodic CBI regulatory returns including PIEMI reporting, and coordinate internal evidence-gathering for supervisory requests, on-site inspections, and ad hoc regulatory queries.
  • Manage AMTL’s regulatory data reporting obligations to the CBI, including accurate and timely submission of AML/CFT-related statistical and returns data, ensuring data integrity across source systems and maintaining an audit trail for all submissions.

Suspicious Transaction Reporting
  • Act as delegated person to receive internal Suspicious Transaction Reports (STRs), conduct investigations, and file reports with the Garda Financial Intelligence Unit and Revenue Commissioners as required.
  • Maintain a robust end-to-end STR process connecting CDD, transaction monitoring, and STR filing, and track FIU feedback and outcomes.
  • Maintain accurate STR registers and supporting documentation in line with CBI record-keeping requirements.

Customer Due Diligence and Risk Assessment
  • Oversee the application of CDD, SDD, and EDD processes, ensuring controls are commensurate with AMTL’s business activities, customer profiles, and Board-approved risk appetite.
  • Apply a risk-based approach to customer and transaction-level ML/TF assessments, including Enhanced Due Diligence (EDD) for PEPs and other high-risk situations, and implement CBI de-risking guidance with fully documented rationale.
  • Contribute to the Business Risk Assessment (BRA), ensuring it reflects AMTL’s remittance risk profile, cross-border corridors, and evolving customer base.

Sanctions and Regulatory Compliance
  • Ensure compliance with EU funds transfer regulations and Irish financial sanctions regimes, including obligations relating to designated persons and jurisdictions.
  • Monitor OFAC, EU, UN, and HM Treasury sanctions lists as applicable to AMTL’s corridors, and maintain escalation procedures for potential matches.

Training, Culture and Data
  • Design and deliver AML/CFT training programmes for AMTL Ireland staff, covering the BRA, internal STR reporting procedures, and whistleblowing policy, fostering a culture of financial crime awareness.
  • Coordinate with the Data Protection Officer (DPO) to ensure AML/CFT data processing is compliant with GDPR and applicable data protection legislation.
  • Review new products, services, and corridors for AML/CFT risks prior to launch, ensuring sign-off is embedded in AMTL’s product governance framework.

Monitoring, Testing and Assurance
  • Oversee the compliance monitoring and testing programme for AML/CFT controls, ensuring findings are tracked to closure and escalated where appropriate.
  • Prepare thematic reviews and post-incident assurance work as directed by the Head of AML/Compliance.
 

Requirements

Qualifications
  • Bachelor’s degree in Law, Finance, Business, or a related field.
  • Professional AML certification is required: CAMS (Certified Anti-Money Laundering Specialist) or ICA International Diploma in Anti-Money Laundering. Candidates without certification but with clear commitment to obtaining it within 12 months of appointment may be considered.
  • A postgraduate qualification in compliance, financial regulation, or AML is an advantage.

Experience
  • Minimum 5 years’ experience in AML/CFT compliance, with demonstrable experience in an Irish or EU regulatory environment.
  • Prior experience working within or alongside a CBI-regulated entity, with practical knowledge of PCF obligations and CBI supervisory expectations.
  • Practical experience with the Irish AML/CFT legislative framework, CBI AML/CFT Guidelines, and CBI supervisory processes including REQs and on-site inspections.
  • Experience in the money remittance, payment institution, or broader financial services sector is strongly preferred.
  • Proven track record of filing STRs with the Garda FIU and engaging with law enforcement in an Irish regulated context.

Skills and Competencies
  • In-depth knowledge of Irish and EU AML/CFT legislation, FATF Recommendations, and Payment Services regulations.
  • Strong risk management skills to identify, assess, and mitigate ML/TF risks across AMTL’s remittance corridors and customer base.
  • Advanced analytical skills to interpret complex transaction data and identify suspicious activity patterns.
  • Excellent written and verbal communication skills, including the ability to present AML/CFT matters clearly to the CBI, Board, and senior management.
  • Ability to operate with appropriate independence while maintaining a constructive working relationship with the wider AML team across AMTL (Ireland) and ACE (UK), and with other functions including Risk, Operations, and Product.
  • Proficiency in transaction monitoring systems and financial crime compliance tools.
  • High degree of personal integrity, professional judgement, and ability to manage sensitive matters with discretion.
