The EEO Investigator is responsible for conducting investigations related to discrimination complaints (both formal and informal) filed by employees and applicants within the agency. This role involves collecting, analyzing, and evaluating evidence to determine if discrimination occurred based on race, color, national origin, sex, disability, age, religion, genetic information, or retaliation. The EEO Investigator will work in compliance with federal EEO laws, regulations, and policies, ensuring that investigations are conducted impartially, thoroughly, and in a timely manner. This contract is still in the negotiation phase. Pay rates will be determined when the award has been finalized.

Responsibilities

  • Investigation of EEO Complaints:
    • Receive and review discrimination complaints filed by employees, applicants, or other individuals seeking redress for alleged EEO violations.
    • Conduct impartial, thorough investigations into complaints of discrimination, harassment, or retaliation within the agency.
    • Interview complainants, witnesses, and other relevant parties to gather evidence.
    • Review relevant documents, policies, and procedures to assess the validity of claims.
  • Documentation and Reporting:
    • Prepare written reports summarizing the investigation process, findings, and conclusions.
    • Ensure all investigative files are complete, accurate, and comply with agency guidelines.
    • Submit investigative reports to EEO Counselors, Managers, and other relevant stakeholders.
  • Compliance and Legal Standards:
    • Ensure all investigations comply with applicable federal laws, including Title VII of the Civil Rights Act, the Rehabilitation Act, the Age Discrimination in Employment Act (ADEA), and other relevant legislation.
    • Maintain up-to-date knowledge of EEO laws, regulations, policies, and best practices.
  • Collaboration and Communication:
    • Collaborate with EEO Counselors, legal staff, and human resources personnel to facilitate the investigation and resolution of complaints.
    • Serve as a liaison between complainants, management, and other relevant stakeholders.
    • Provide guidance and training on EEO-related issues to agency employees and leadership.
  • Timely Resolution:
    • Ensure that investigations are conducted promptly in accordance with agency and federal standards.
    • Assist in resolving cases through informal settlement or alternative dispute resolution when appropriate.

Requirements

  • Bachelor’s degree in Human Resources, Law, Business Administration, or a related field. Relevant experience may be considered in lieu of formal education.
  • Experience:
    • Must have Telehealth Experience
    • Minimum of 5 years of experience in EEO investigations, human resources, or related fields.
    • Prior experience conducting investigations within a government agency or military environment is highly preferred.
  • Knowledge and Skills:
    • In-depth knowledge of federal EEO laws, regulations, and policies.
    • Strong investigative and analytical skills, with the ability to assess evidence, interview witnesses, and make informed conclusions.
    • Excellent written and oral communication skills.
    • Ability to maintain confidentiality and handle sensitive information.
    • Proficient in using EEO tracking systems and other related software.
    • Strong attention to detail and organizational skills.
  • Clearance:
    • Must be able to successfully pass a federal background check.
