1.0 General: This is a non-personal service contract. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The individual who provides the required support services is considered by the Government to be “Key Essential Personnel” which will interact with Government personnel on a daily basis as a Subject Matter Expert (SME).
1.1 Description of Services/Introduction: The Contractor shall provide all required personnel, transportation, supervision, and other items necessary to provide technical support for the Navy Prepositioning Department (NAV-P), Blount Island Command (BICmd) as described herein.
1.2 Background: This requirement is to support the NAV-P, BICmd, Jacksonville, Florida. The NAV-P provides oversight of Navy equipment refurbishment and logistical support during the Maritime Prepositioning Force (MPF) Maintenance Cycle (MMC) and maintenance/repair during the afloat phase. The Navy elements support a Marine Expeditionary Force (MEF) in combat or other contingency. The equipment is embarked on MPF shipping. Each ship undergoes a periodic maintenance cycle; all equipment is downloaded, repaired and/or replaced, and reloaded on the ship during a MMC and is also maintained/supported during the afloat phase between MMCs.
1.3 Objectives: The overall objective is to provide crew support to operate and maintain Marine Corps Support Facility Blount Island (MCSF-BI) Port Security Barrier (PSB), deploy/recover facility spill containment berms and augment the Navy craft crew. Other secondary objectives include assisting NAV-P members with maintenance and logistics tasks as needed.
1.3.1 Hours of Support: This is a “Full Time Equivalent” support service. The Contractor is responsible for conducting business as outlined by the NAV-P. It is anticipated that Outside Continental United States
(OCONUS) support should not normally exceed two 10-day events and/or one 20-day event. Overtime and non-standard work hours, i.e., nights and weekend as required during ship events such as download, backload and exercises. Flexible work schedules are required to accommodate ship and exercise events.
1.3.2 Work Environment: Work is performed in a variety of areas to include the following: office space, maintenance facilities, supply warehouse, shipyard, on ship, watercraft, and outside equipment storage yards.
1.3.3 Physical Demands: The work requires the ability to work in industrial areas and on a variety of transportation modes (i.e., ships, rail cars, tractor-trailers, etc.). Climbing ladders, entering confined spaces, bending, stooping, stretching to facilitate inspection and examination will be necessary to examine equipment stored at various times and in various weather conditions.
1.4 Scope: Major duties and responsibilities are to operate facility watercraft in opening and closing the facility PSB and other duties detailed in Part 5 of this PWS.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year and four (4) one year option periods.

Option Period One (12 months): 29 July 2027 – 28 July 2028
Option Period Two (12 months): 29 July 2028 – 28 July 2029
Option Period Three (12 months): 29 July 2029 – 28 July 2030
Option Period Four (12 months): 29 July 2030 – 28 July 2031
