Job Summary
The Finance and Administration Officer (FAO) will be responsible for providing Financial and Administrative support for the Dja Landscape program. Reporting to the Senior Landscape Manager, with matrix reporting to the Finance and Administrative Manager, Cameroon, the FAO ensures the efficient and effective implementation of financial, administrative, and compliance functions in support of all projects operating within the Dja landscape. The FAO works in close collaboration with technical program teams across all Dja sectors and plays a central role in maintaining the financial integrity and administrative efficiency of field operations.
Specific roles include but are not limited to include daily processing of invoices and staff portal expenses in compliance with AWF’s internal and donor policies and procedures, support treasury related administrative and routine tasks that require urgent action, constant consultations and frequent follow-ups with field and program staff.
The successful candidate shall be committed to of excellence, have high integrity, and dedication. They should provide timely, accurate, clear, and complete information, and support AWF’s program team(s) to achieve the overall program goals.
This position will be based at Somalomo, the northern sector of Dja Landscape, Cameroon with travel within the landscape as needed.
Key Responsibilities
Compliance
- Ensure that all team members understand and adheres to AWF and donor financial and administrative policies and donor compliance requirement.
- Maintain and strengthen internal controls are to prevent fraud, misappropriation of assets and financial irregularities; promptly report all known or suspected instances of fraud or abuse.
- Ensure that organizational policies are strictly followed and proactively flag any compliance concerns to the supervisor.
- Develop and maintain familiarity with all applicable donor contracts to advise program staff on the appropriate use of donor funds and associated accounting requirements.
- Oversee cash flow operations for the AWF Dja Project by ensuring timely projection of cash as per established workplans.
- Support smooth month-end close processes in line with AWF's financial calendar.
Finance and Accounting
- Coordinate month-end and year-end financial close processes, ensuring all transactions are accurately posted, account reconciliations are completed, and financial reports submitted on time for review and approval.
- Process payments, manage bank accounts and petty cash, and ensure full compliance with AWF’s financial policies, internal controls, and delegated approval thresholds.
- Maintain complete and accurate financial records, including scanning, electronic filing, and supporting documentation for all financial transactions.
- Provide financial and systems support to field staff, including transaction processing, user assistance, and timely follow-up on pending approvals.
- Monitor vendor accounts, advances, receivables, and supplier reconciliations, ensuring timely settlement of outstanding balances and resolution of vendor queries.
- Process staff travel advances and reimbursements, review advance retirements, reconcile related accounts, and ensure timely recovery or banking of outstanding balances.
- Support sub-grantees by reviewing expenditures, promoting compliance with financial procedures, and reporting any irregularities or non-compliance issues.
- Assist in the preparation of budgets, financial, grant, and management reports, including reviewing expenditure coding and supporting cost-share tracking for donor-funded projects.
- Participate in internal and external audits by preparing reconciliations, providing required documentation, and supporting the implementation of audit recommendations.
Administration
- Maintain and archive procurement, financial, and administrative records in accordance with established filing systems, ensuring accurate electronic coding, indexing, and document retrieval.
- Coordinate office facilities, equipment, and asset management, including periodic asset verification, reconciliation, and maintenance with the Logistics Officer.
- Coordinate field procurement activities with the Logistics Assistant and central procurement teams, ensuring compliance with procurement policies, timely vendor payments, and complete audit-ready documentation.
- Ensure compliance with AWF’s vehicle management, site security, and administrative policies, including staff security briefings and timely reporting security concerns to management.
- Support program logistics, travel, office operations, and front office services to ensure professional and efficient support to staff and visitors.
- Supervise the Logistics Assistant, guards, caretakers, and other administrative support staff to ensure effective office operations and service delivery.
- Undertake any other relevant duties as assigned by supervisor(s).
Key Qualifications
- Bachelor’s degree in finance, Business, and Accounting.
- Certified Public Accountant (CPA).
- At least five (5) years of progressively responsible professional experience in financial accounting, preferably in an international environment (NGO or Company).
- Experience working with government and donors.
- Experience in using ERP system is highly desirable.
- Proficiency in the use of MS Office applications, particularly advanced level in MS excel is required.
- Ability to work as part of a team in a multicultural environment.
- Knowledge of any accounting system is an added advantage.
- Ability to pay attention to detail and follow instructions.
- Self-organized and able to take own initiative.
- Easy to train and coach with a willingness to learn.
- Ability to manage sensitive and confidential matters with the highest level of professionalism.
- Ability and willingness to live in remote location with sometimes physically challenging conditions.
- Strong problem-solving abilities and organizational skills, and
- High ethics and a personal commitment to transparency and accountability.
- Fluent in English and French
