SUMMARY
The Vice President, Homeland Portfolio (Advanced Technology), is a senior executive responsible for leading, delivering, and expanding a portfolio of advanced technology contracts across DHS. This role emphasizes 70% delivery and P&L leadership and 30% capture and market growth. The ideal candidate is a recognized leader in the Homeland community with trusted relationships, strong technical fluency, proven P&L ownership, and the ability to convert delivery excellence into measurable growth while building high-performing teams and culture.
 
 
JOB DUTIES AND RESPONSIBILITIES
·       Lead and manage a $75M+ portfolio of advanced technology contracts within DHS, ensuring delivery excellence and customer success.
·       Own P&L responsibilities, with a track record of margin improvement through automation, tooling, and innovative delivery approaches.
·       Drive portfolio growth by converting delivery excellence into on-contract expansion and shaping new opportunities.
·       Direct capture and market growth efforts across DHS components, including ICE, TSA, Coast Guard, USSS, and CISA.
·       Engage with DHS C-suite, SES, and acquisition executives to strengthen relationships and influence acquisition pathways.
·       Provide balanced leadership across delivery, customer engagement, growth, and new business development.
·       Build, mentor, and empower teams; create pathways for staff development into leadership roles.
 
 
QUALIFICATIONS      
Education, Background, and Years of Experience
·    Bachelor’s degree required; Master’s preferred; minimum of 15 years of experience
 
ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills
·       Proven success winning and delivering outcome-based contracts (FFP, OTA, CSO) and scaling traditional ITSM/staff-augmentation into AI-enabled, automated solutions.
·       Recognized presence and trusted relationships across DHS leadership and acquisition channels.
·       Strong technical fluency in digital transformation, AI/ML, zero-trust cyber, DevSecOps, and cloud-native platforms.
·       Demonstrated ability to attract, develop, and retain top technical and management talent.
·       Servant leadership mindset; experienced in coaching, mentoring, and empowering staff.
·       Confident engaging senior government and industry executives (C-suite, SES, acquisition leaders).
·       Active clearance required (TS preferred; DHS suitability/public trust considered).
·       Prior VP/Sr. Director private-sector experience required; senior military or government service a plus.
  
 
WORKING CONDITIONS
Environmental Conditions
·       Home office with weekly trips into Agile Defense HQ in Tysons Corner with 0%-10% travel. Possible off-hours work to support proposals and other high-priority assignments. General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
Strength Demands
·       Sedentary – 10 lbs. Maximum lifting, occasional lift/carry of small articles.  Some occasional walking or standing may be required.   Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
