The Federal Capture Manager supports Construction Services Group (CSG) business development and growth initiatives within the federal construction market, with a primary concentration on the U.S. Air Force and U.S. Army Corps of Engineers (USACE). This part-time position identifies and develops strategic opportunities, strengthens relationships with federal customers and industry partners, and supports capture strategies that position CSG for new and expanded business within federal construction, infrastructure, and facilities markets. This position will initially be remote and will transition to an Aleut office location.

  • Develop and maintain strategic account plans for assigned federal agencies, commands, installations, and geographic markets.
  • Build and maintain relationships with federal customers, acquisition organizations, contracting offices, and key stakeholders to understand upcoming requirements, funding priorities, and procurement strategies.
  • Represent CSG through customer meetings, capability briefings, industry events, acquisition-planning discussions, and other business development activities.
  • Monitor federal construction markets, agency priorities, budgets, and acquisition activity to identify potential areas for business growth.

  • Identify, research, and evaluate federal construction opportunities aligned with CSG capabilities and strategic growth objectives.
  • Assess opportunities based on customer requirements, acquisition strategy, competitive position, contract vehicles, teaming requirements, schedule, and potential value.
  • Recommend qualified opportunities for advancement within the CSG business development pipeline.
  • Maintain current customer, market, and opportunity intelligence within applicable CSG business development and tracking systems.
  • Must possess a valid, unrestricted driver’s license and an acceptable driving record in the state of employment.
  • Must be able to pass pre-employment background screening.
  • Must be able to obtain and maintain required access to federal installations, facilities, and customer locations.
  • Must be available for business travel as required to support customer engagement, capture activities, industry events, and other business development initiatives.
  • Must have the ability to adjust work schedule based on customer availability, business development activities, and pursuit requirements.

    • Develop capture and customer engagement strategies for priority opportunities.
    • Support development of win strategies, competitive positioning, differentiators, and teaming approaches.
    • Participate in opportunity reviews, bid/no-bid decisions, capture reviews, and other business development activities.
    • Collaborate with operations, estimating, proposals, contracts, and other internal teams to support opportunities through the capture and proposal process.
    • Identify and develop relationships with prospective teaming partners, subcontractors, consultants, and other industry partners.
    • Evaluate potential partners based on capabilities, customer relationships, geographic presence, past performance, and alignment with CSG growth strategies.
    • Facilitate introductions and strategic discussions between CSG leadership, prospective customers, and industry partners.
    • Develop and maintain market intelligence regarding potential subcontractors and teaming partners within assigned markets.
    • Provide regular updates to CSG leadership regarding customer engagements, opportunity intelligence, capture activities, emerging opportunities, risks, and recommended actions.
    • Maintain timely and accurate documentation of customer contacts, meeting activity, opportunities, and business development efforts.
    • Work collaboratively with other Aleut Federal departments and business units to leverage capabilities, relationships, past performance, and resources in support of growth initiatives.
    • Perform duties and assigned responsibilities with minimal direction and oversight and perform other duties as assigned.
    • Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related field preferred.
    • Advanced degree in engineering, business, strategic studies, construction management, or a related discipline preferred.
    • Minimum of ten (10) years of progressively responsible experience in federal construction, engineering, program management, business development, capture management, or a related field.
    • Demonstrated experience working with the Department of Defense (DoD) and/or other federal agencies.
    • Experience supporting federal construction, infrastructure, facilities, environmental, or operations and maintenance programs.
    • Demonstrated experience with federal business development, customer engagement, opportunity development, capture, and/or contract acquisition activities.
    • Experience working with U.S. Air Force and/or U.S. Army Corps of Engineers programs, organizations, acquisition processes, or construction requirements strongly preferred.
    • Strong knowledge of the federal construction market and government acquisition environment. Knowledge of federal business development, capture planning, opportunity qualification, competitive positioning, and teaming strategies.
    • Ability to analyze customer, market, acquisition, and competitive intelligence and translate information into actionable business development strategies.
    • Strong relationship-building skills with the ability to interact effectively with government, military, industry, and corporate stakeholders.
    • Strong written, verbal communication, presentation, and interpersonal skills.
    • Ability to work independently, exercise sound business judgment, and effectively manage multiple priorities.
    • Ability to collaborate across business development, operations, estimating, proposals, contracts, and other functional areas.
    • Proficiency with Microsoft Office applications and applicable CRM or business development tracking systems.
    • Must be able to remain in a stationary position and operate a computer for prolonged periods. Regularly uses hands and wrists for repetitive motions associated with typing, computer use, and other standard office activities.
    • Frequently communicates by telephone, video conference, and in-person meetings.
    • Occasionally lifts, carries, or moves standard office materials and equipment, such as files, documents, laptops, and related items, generally up to 20 pounds.

    The working conditions for this position may include the following: 

    • This position will initially be remote and will transition to an Aleut office The position may occasionally require work at an alternate Aleut office, project site, or other company location.
    • When working at or visiting project sites, may be exposed to construction environments involving equipment, electrical or mechanical hazards, dust, hazardous materials, odors, and other conditions typical of an active construction site.
