The Preconstruction Director supports regional construction teams from contract award through project mobilization. This position is responsible for assisting with major project setup activities, including staffing coordination, internal project setup, budget development, financial forecasting, accident prevention planning, project quality planning, subcontract formation, and other preconstruction deliverables required to transition projects into successful execution.

The Preconstruction Director works closely with regional operations, project management, safety, quality, finance, contracts, procurement, and corporate leadership to ensure new projects are properly planned, staffed, budgeted, documented, and positioned for successful execution. This role also supports continuous improvement by reviewing past project deliverables, creating standardized templates by customer and construction type, and evaluating internal construction processes for efficiency, consistency, and compliance.

A BS degree in construction management, engineering, business, or a related discipline can be substituted with equivalent experience. A minimum of ten (10) years of experience in construction project management, preconstruction, project controls, estimating, federal contracting, or construction operations support is required. Experience supporting government construction projects for clients such as the Department of Defense (DoD), NAVY (NAVFAC), US Army Corps of Engineers (USACE), Department of Energy (DOE), or other federal agencies is preferred.

  • Proven history and demonstrated knowledge of supporting construction projects from award through mobilization.
  • Strong understanding of federal construction project setup requirements, including safety, quality, cost, schedule, procurement, subcontracting, and contract compliance.
  • Experience developing project budgets, financial forecasts, project setup documents, and internal execution plans.
  • Experience supporting hiring, staffing plans, onboarding, and coordination of project personnel.
  • Strong understanding of subcontract formation, procurement planning, subcontractor coordination, and vendor setup.
  • Experience working with cross-functional corporate and regional teams.
  • Experience with EM 385-1-1, OSHA regulatory guidelines, and federal construction compliance requirements is preferred.
  • Highly skilled in using computers and all MS Office products.
  • Advanced proficiency with Excel, Word, PowerPoint, SharePoint, Teams, and project documentation systems.
  • Experience using Primavera P6, Microsoft Project, or other scheduling platforms is preferred.
  • Ability to generate project startup tools, budget templates, forecast models, planning documents, and standardized deliverables.
  • Ability to generate and review Work Plans, including CQC Plans, AHA’s, APP Plans, project quality plans, staffing plans, procurement plans, and cost-loaded schedules.
  • Excellent management skills and ability to coordinate with regional teams, project managers, safety personnel, quality personnel, finance, contracts, and procurement.
  • Applying lessons learned regarding project management, quality, safety, staffing, subcontracting, project startup, and execution.
  • Ability to read and understand design drawings, specifications, scopes of work, contract requirements, schedules, budgets, and codes.
  • Ability to analyze internal processes and recommend practical improvements.
  • Ability to develop standardized templates, checklists, workflows, and project startup tools.

Requirements

  • Valid state driver’s license.
  • Must be able to pass pre-employment background screening. 

  • Must occasionally be available for extra hours as needed to support project startup deadlines, proposal transitions, mobilization requirements, or regional team needs.
  • Must be able to travel occasionally to project sites, regional offices, customer meetings, or subcontractor/vendor meetings as required.
  • OSHA 30-Hour Safety Training is preferred.
  • EM385-1-1 40 Hour Safety Training is preferred.
  • Quality Control Manager certification or USACE/NAVFAC Construction Quality Management certification is preferred.
  • Assist regional teams with project transition from award through mobilization.
  • Support internal project setup, including project numbers, cost codes, budgets, forecasts, reporting structures, document control setup, and administrative requirements.
  • Assist with the development of project budgets, financial forecasts, staffing plans, procurement plans, and execution plans.
  • Coordinate with regional operations and human resources to support hiring, onboarding, and staffing of new project personnel.
  • Support development, review, and standardization of Accident Prevention Plans, Activity Hazard Analyses, project quality plans, CQC plans, and other project startup deliverables.
  • Assist with subcontract formation, subcontractor coordination, procurement planning, scope development, and subcontract package preparation.
  • Review contract requirements and assist project teams with identifying required deliverables, deadlines, submittals, startup requirements, and compliance obligations.
  • Review past project deliverables and create standardized templates by customer, contract type, and construction type.
  • Conduct internal process analysis to identify gaps, inefficiencies, and opportunities for improvement.
  • Identify, evaluate, and support the integration of artificial intelligence tools into internal construction processes to improve efficiency, consistency, document development, project setup, reporting, lessons learned, and decision support.
  • Develop and maintain preconstruction checklists, project startup workflows, standard operating procedures, templates, and best practices.
  • Assist with lessons learned reviews and apply findings to future project startup and execution planning.
  • Mentor project managers and operations staff on project setup, planning tools, templates, and internal processes.
  • Ability to verbally communicate with, hear, and understand others.
  • Ability to sit and/or stand for extended periods of time.
  • Ability to walk and reach with hands and arms.
  • Ability to perform repetitive movements of the fingers, hands, wrists, and arms.
  • Must be able to lift up to 30 lbs.

While performing the duties of this job, the employee is exposed to normal office conditions. The noise level in the work environment is usually moderate. Employees may occasionally visit project sites and may be exposed to environmental hazards, extreme weather conditions, construction equipment, and loud noise in the field.
