Own and continuously enhance Alnylam's global trade compliance framework, including import/export policies, standards, and procedures aligned with U.S. CBP, OFAC, DEA, FDA, and relevant international agencies and programs (EU, UK, JP, etc). Maintain the governance model for global trade compliance, including oversight of risk assessment, monitoring, and executive-level reporting. Ensure robust internal controls for classification, valuation, licensing, and documentation are in place across R&D, clinical, and commercial supply chains. Engage with regulatory authorities to proactively influence evolving policy and clarify expectations impacting Alnylam's operations and global trade strategy. Lead and develop a global team of trade compliance professionals and regional specialists. Build organizational capability through targeted training, knowledge sharing, and cross-functional engagement. Communicate compliance priorities clearly across all levels of the organization, driving a culture of accountability. Bachelor's degree with extensive related experience required; Master's or law degree is desirable. Minimum 10 years of experience in international trade compliance, including 5+ years leading global operations in a regulated industry (pharmaceutical, biotech, or life sciences preferred). Deep expertise in U.S. import/export regulations (CBP, EAR, OFAC, FDA, DEA) and global trade frameworks (EU, UK, APAC). Experience in customs valuation planning, especially in supply and value chains involving IP, intercompany transactions, and other complex commercial arrangements like license and royalty agreements. Previous collaboration with Tax, Legal, and accounting, finance groups to manage customs valuation planning is a plus, as is experience managing customs valuation for non-commercial goods (ex. clinical trial materials, research samples, unsold WIP). Proven success engaging with regulators and government agencies to shape or influence trade compliance policy outcomes. Demonstrated ability to brief, influence, and align senior leaders on complex regulatory and risk management topics. Licensed Customs Broker (LCB) certification is desirable. Exceptional leadership, communication, and stakeholder management skills, with executive presence and comfort presenting to executive level leaders. Collaborate with Legal, Policy, and Compliance teams to influence Alnylam's positions on global trade and regulatory policy. Analyze and implement tariff mitigation and duty optimization strategies, including First Sale for Export, duty drawback, and Foreign Trade Zones (FTZs), to enhance supply chain efficiency and reduce costs. Establish KPIs to measure compliance performance, identify emerging risk, and drive continuous improvement across the team. Support due diligence, onboarding, and qualification requirements for Logistics Service Providers (LSPs) as it relates to Trade Compliance, including compliance certifications, internal controls, and screening capabilities. Establish programs to ensure LSPs adhere to company trade policies related to export controls, sanctions, restricted party screening, customs valuation, classification, and country-of-origin determination.
