AnaVation is seeking a Budget Analyst to support a key client in Washington DC. This individual must have experience managing Federal budgeting and budget execution activities and be comfortable briefing up to the CIO/CISO level.

Responsibilities

  • Track budget execution for multiple CIO-level cybersecurity services; produce metrics, perform cost/benefit analyses, and make cost savings recommendations.
  • Monitor and track reimbursable agreements, interagency agreements, and related invoicing in support of cybersecurity shared services
  • Support vendor capacity planning by communicating funding allocations related to new shared services customers per established cost models
  • Develop and execute procurement requests and supporting forms for labor, hardware, and software purchases.
  • Brief CISO to secure executive approval for procurement requests.
  • Monitor vendor costs, including labor burn and projections, to ensure services are not exceeding authorized funding. 
  • Manage schedules per client budget execution cycles, to include anticipating key dates and events which helps the client stay ahead of deadlines.
  • Collaborate with service owners to formulate budget requests for future O&M and project activities; help service owners articulate justifications to support approvals.

Requirements

  • Bachelors Degree in Accounting, Finance, or similar field of study
  • Minimum five (5) years of experience as a Budget or Financial Analyst, including minimum one (1) year managing Federal government budgets, commitments, and obligations.
  • Minimum one (1) year developing and executing -aaS/shared services cost models (e.g., SOCaaS, GRCaaS), including reimbursable and interagency agreements
  • Minimum one (1) year experience creating procurement packages including vendor quotes and related documentation
  • Minimum Active Top Secret clearance
  • Other Required Skills & Qualifications:
  • Expert level Excel skills are required including pivot tables/charts, data validation, vlookup, conditional formatting, and maintenance of large, multi-tab workbooks with complex formulas and macros
  • Exceptional interpersonal and communication skills are required
  • This position is currently performed remotely but the work location is subject to change at the customer’s sole discretion. Candidates must be located in the DC-metro area and be willing to adapt to a hybrid or on site work location in Washington DC if required.
  • Masters degree
  • Consulting experience is a plus 
  • Budget or financial management-related certifications are a plus
  • Procurement-related certifications are a plus
