Role:

The AVP, Project Management leads Apple Federal Credit Union’s project delivery capability, partnering with business and technology leaders to turn strategic priorities into measurable outcomes for our members. This role reports to the CIO and serves as a collaborative delivery partner to the executive team, leading the PMO staff in providing right-sized governance, capacity planning, risk management, and organizational change support. The ideal candidate brings a modern delivery mindset rooted in software and technology environments, sees the PMO as a service function that earns its value by making teams more effective, and complements deep project management expertise with genuine business partnership.

All duties and responsibilities will be performed in accordance with The Apple Way principles of Team Up, Serve with Purpose, Challenge Yourself and Own It, and adheres to credit union policies and procedures, and regulations pertaining to the Bank Secrecy Act.

PMO Leadership and Governance:

  • Provide strategic leadership for the Project Management Office of 5–10 employees. Lead, mentor, and develop project managers and coordinators, building a team that is technically credible, business-savvy, and trusted across the organization as embedded delivery partners.
  • Evolve and steward a flexible project management framework aligned with PMI and Agile best practices, with tiered governance scaled to initiative size and risk — lightweight for domain and local work, structured for enterprise programs.
  • Oversee organizational change management practices for high-impact initiatives, ensuring adoption planning is embedded in project delivery
  • Foster a culture of collaboration, trust, continuous improvement, and professional growth where the PMO is seen as a partner teams want to engage, not a function they are required to use.
  • Own PMO administration of the Project Management Information System (PMIS) and measure PMO performance against defined KPIs, including portfolio on-time delivery rate, budget adherence, benefits realization, stakeholder satisfaction, and voluntary practice adoption.
  • Advise the Chief Information Officer and the Project Portfolio Governance (PPG) executive committee on PMO standards, capacity, and portfolio health — informed by delivery data, industry best practices, and organizational performance.
  • Ensure delivery practices and project governance align with risk management and compliance expectations, including documented controls, approvals, and audit-ready artifacts for initiatives impacting member data, financial reporting, or third-party services.
  • Own the demand intake and prioritization operating model, including request intake standards, scoring criteria, capacity-based sequencing, and documented decisions through PPG.
  • Establish and maintain a benefits realization discipline to confirm delivered value and inform portfolio decisions, ensuring the PMO drives outcomes — not just outputs.

Portfolio and Delivery Management:

  • Accountable for delivery outcomes across enterprise, domain, and local projects by partnering with teams on effective planning practices, ensuring alignment with organizational strategy, timelines, budgets, and scope while adapting governance to what each initiative requires.
  • Support Agile Domain Owners and Scrum Masters with delivery coaching, practical reporting standards, and reusable tools and templates that teams choose to adopt because they make delivery easier and outcomes better.
  • Build and maintain trusted partnerships with business and technology stakeholders, project sponsors, and product managers to enable timely decisions, confirm scope and priorities, and drive organic adoption of PMO practices.
  • Own enterprise capacity planning, working with department leaders to balance demand against available resources and flag overcommitment risks before they become delivery failures.
  • Partner with executive sponsors and business leaders to prioritize initiatives, manage delivery risks, and ensure every project in the portfolio connects to member impact — whether through improved service delivery, reduced friction, or operational efficiency.
  • Manage the PMO operating budget and provide financial oversight of portfolio spend, including variance tracking and forecasting for active initiatives.
  • Provide governance oversight for vendor-led and third-party delivery engagements, including delivery performance accountability, milestone tracking, and contract compliance — escalating vendor performance issues that threaten delivery outcomes.
  • Drive adoption of the PMIS and maintain portfolio-level visibility through dashboards and concise reporting that surfaces decisions needed, risks requiring attention, and progress against strategic objectives.
  • Serve as an escalation point for complex delivery, resourcing, or governance issues, bringing collaborative problem-solving rather than directive intervention.
  • Minimum 10 years of progressively responsible experience in project, program, or portfolio management within software, technology, or product delivery environments, including significant experience leading or operating within a PMO
  • Minimum 3 years in a PMO leadership role with direct responsibility for staff management, performance standards, and professional development. Demonstrated experience establishing and evolving project management standards, governance frameworks, and delivery practices across an organization
  • Experience leading or sponsoring organizational change management efforts; Prosci or equivalent certification preferred
  • Deep knowledge of project, program, and portfolio management methodologies (Waterfall, Agile, hybrid) and PMI PMBOK/Agile frameworks (Scrum, Kanban, SAFe) with hands-on delivery experience, not just certification knowledge
  • Proven ability to lead change, resolve conflict, influence across organizational boundaries, and apply strong analytical and problem-solving skills
  • Experience using enterprise PMIS tools (Atlassian Jira/Confluence, Microsoft Project/Planner, or equivalent) and understanding of AI-assisted project management and data-driven portfolio governance approaches
  • Experience in financial services, fintech, or technology product delivery environments preferred. Familiarity with modern software delivery practices (CI/CD, DevOps, iterative development) strongly preferred over government or defense contracting background

Education:

  • Bachelor’s degree in business, information technology, or a related field with an advanced degree preferred or equivalent combination of experience and relevant certifications
  • Agile certification required (CSM, PSM, SAFe SA/SPC, or equivalent).
  • PgMP, PMI-ACP, or portfolio management certification preferred

Interpersonal Skills:

  • Ability to communicate, facilitate, and present effectively across all audiences — from executive-level strategic narratives to technical change communications — building credibility with engineering and business teams alike
  • Ability to shift priorities rapidly across coaching developing project managers, managing structured project delivery, and supporting agile teams in a fast-paced environment
  • Ability to exercise advanced conflict resolution, structured problem-solving, and diagnostic skills across a diverse portfolio, resolving issues impacting multiple departments
  • Ability to motivate and influence others through diplomacy and trust, including stakeholders without direct reporting relationships — leading through partnership rather than authority
