Position Summary:
The Manager of Health and Safety is responsible for developing, implementing, and continuously improving enterprise-wide safety programs across a multi-site portfolio of retail, restaurant, and fueling operations. The role ensures compliance with all applicable OSHA and state regulations while fostering a proactive safety culture. This position serves as a key liaison between Operations, Facilities, Risk Management, Legal, and external regulatory agencies.


Key Responsibilities:


Compliance & Regulatory
• Ensure full compliance with OSHA and state/local health and safety regulations.
• Lead response strategy and resolution for OSHA inspections, notices, and citations.
• Oversee GHS/SDS program and chemical safety compliance.
• Manage external audits, inspections, and regulatory reporting.


Incident & Risk Management
• Oversee incident reporting, investigation, and root cause analysis.
• Identify trends and implement corrective actions to reduce risk exposure.
• Partner with Risk Management and insurance carriers on general liability and workers’ compensation claims.
• Support legal proceedings including depositions as required.


Training & Safety Culture
• Develop and oversee OSHA training programs for all personnel.
• Drive field engagement through monthly safety calls and site-level leadership.
• Promote a culture of proactive hazard identification and near-miss reporting.


Operations & Field Execution
• Conduct site audits and inspections to ensure consistent application of safety standards.
• Partner with Facilities to ensure vendor compliance with safety requirements.
• Oversee safety-related vendor programs including first aid kits and PPE.
• Manage driver safety programs including MVR/DMV reviews.


Strategy & Continuous Improvement
• Develop and execute the Health & Safety Management Action Plan.
• Identify and implement opportunities to improve safety performance and reduce incidents.
• Provide regular KPI reporting to internal leadership and external stakeholders.
• Support new site development, design reviews, and operational startup safety planning.

Minimum Qualifications, Knowledge, Skills, and Work Environment:
• Bachelor’s degree in safety, Engineering, or related field (preferred).
• 5+ years of progressive Health & Safety (EHS) experience, including multi-site responsibility.
• Demonstrated experience managing safety programs across retail, restaurant (QSR), fueling, or similar distributed operations
• Proven experience leading OSHA inspections, regulatory responses, and external compliance interactions
• Strong experience conducting incident investigations, root cause analysis, and implementing corrective action programs
• Experience partnering cross-functionally with Facilities, Legal, Risk Management, and Operations teams
• Experience overseeing vendors and contractor safety compliance across multiple sites
• Experience supporting claims management, insurance coordination, and risk mitigation efforts


Certifications
• CSP (Certified Safety Professional) or equivalent certification (preferred).
• OSHA 30-Hour General Industry certification (required).

Core Competencies:
• Strong knowledge of OSHA and state/local regulatory requirements.
• Experience managing multi-state compliance programs.
• Ability to analyze incident trends and implement corrective actions.
• Experience developing enterprise safety programs and initiatives.
• Strong leadership and communication skills with ability to influence operations and leadership.
• Experience managing vendor and contractor safety performance.
• Ability to identify, escalate, and resolve safety risks.


Preferred Experience
• Experience supporting fueling and forecourt safety programs.
• Experience in convenience store and QSR environments.
• Experience working with landlords, roadway authorities, or tolling agencies.
• Familiarity with driver safety programs and MVR/DMV review processes.
