The Emergency Communications Program Specialist supports our Federal clients in evaluating the implementation, effectiveness, and operational readiness of emergency communications, public alerting, and warning technologies. Ideal candidates have at least 10 years of professional experience and at least 6 years of relevant experience in emergency management, public safety communications, and emergency alerting systems.
Arc Aspicio is currently working in a hybrid work environment where work will be performed at client sites, the Arc Aspicio DC office, and remotely. All candidates must live in the Washington, DC area at the time of employment.
Responsibilities
~2 min read- →Work with Federal, state, tribal, territorial, and local stakeholders to identify operational needs, technical requirements, implementation challenges, and capability improvement opportunities related to emergency management technologies
- →Conduct assessments of emergency communications, public warning, alerting, and supporting technology infrastructures to evaluate operational effectiveness, readiness, and alignment with program objectives
- →Evaluate the implementation and use of emergency management technologies, including public alerting, communications interoperability, situational awareness, and related preparedness capabilities
- →Assess the compatibility, integration, and effectiveness of technology solutions within existing emergency management and public safety environments
- →Facilitate stakeholder interviews, workshops, data collection efforts, and site visits to gather information and validate assessment findings
- →Coordinate with emergency management agencies, public safety organizations, technology vendors, grant recipients, and program stakeholders throughout assessment and evaluation activities
- →Provide guidance and training to stakeholders regarding technology adoption, operational best practices, implementation considerations, and capability sustainment
- →Communicate complex technical and operational information effectively to both technical and non-technical audiences
- →Advise client leadership on technology modernization initiatives, implementation strategies, operational risks, and opportunities to enhance emergency preparedness and public warning capabilities
- →Take on new responsibilities and learn the mission/business while maintaining an excellent attention to detail, finding ways to exceed client expectations
- →Contribute to company service areas beyond just the project to build new skills and help the company grow by developing our capabilities and selling new business
- →Contribute to our company culture, which promotes collaboration, learning, and helping others to grow and develop
- →Collaborate with our clients to solve tough problems, delivering outstanding client service, and achieving mission results
- →Apply excellent consulting, business analysis, and communications skills to quickly identify problems, analyze challenges, and recommend solutions to our team and our clients
Requirements
~4 min read- 10 years of professional work experience
- 6 years of relevant experience in emergency management, public safety communications, homeland security, emergency preparedness
- Education: Bachelor’s Degree (minimum) required with at least 18 years of professional experience or Master’s Degree with at least 10 years of professional experience
- Clearance: U.S. Citizenship only (no dual citizenship). Currently holds a Public Trust level clearance or have the ability to obtain and maintain a position of trust/Federal security clearance
- Knowledge of emergency communications, public alerting and warning systems, communications interoperability, situational awareness technologies, or related public safety systems
- Experience assessing existing operational environments and identifying opportunities to improve technology adoption, integration, effectiveness, and readiness
- Proven to be flexible and thrive in a dynamic, ambiguous, and complex work environment and manage multiple tasks and projects simultaneously
- Outstanding written and oral communication and collaboration skills and strong leadership potential
- Ability to collaborate and work effectively remotely and in-person
- Technologically savvy, especially with Microsoft products and use of collaboration tools like SharePoint
- Desire to join a consulting firm and learn business concepts; loves to collaborate and reach out to get involved in company events, offerings, and special projects
- Ability to work in the Washington, DC metro area and travel to different locations
- Critical Skills: Executive presence, entrepreneurial spirit, strong work ethic, collaborative mind-set, excellent problem-solving skills, and interest in working in a consulting firm. Interest in working on assignments outside of one project is strongly desired
- Experience with FEMA, DHS, CISA, emergency management, public safety, or homeland security programs.
- Experience working with State, Local, Tribal, or Territorial (SLTT) governments
- Knowledge of emergency alerting and warning systems, including IPAWS
- Experience supporting grant-funded programs, capability assessments, or preparedness initiatives
- Familiarity with emergency management frameworks, preparedness doctrines, exercises, or operational planning
