About This Role
To plan, coordinate and implement livelihood restoration and skills diversification interventions for PAPs relocated under the Bibiani RAP, ensuring livelihoods are restored to at least pre-project levels, vulnerable households receive appropriate support and community transition into the new settlement is well-managed, monitored and reported in compliance with national law, lender requirements and international good practice.
Key Responsibilities
- Livelihood restoration planning: Develop and continuously update the Livelihood Restoration and Skills Diversification Plan, including baseline socio-economic data, restoration targets, activity schedules and budgets.
- Programme delivery: Coordinate implementation of livelihood interventions, including agricultural land access and support, alternative farming/agribusiness schemes, skills training, micro-enterprise and small business development, and employment linkage programmes for PAPs.
- Sustainable settlement transition: Support PAPs settling-in to the new resettlement community, including access to farmland, community infrastructure, and social services, in coordination with site departments and district assemblies.
- Identify vulnerable households (e.g. elderly, female- or disability-headed households, and other at-risk groups) and design tailored support measures.
- Coordinate with the Community Relations and Gender/Diversity teams to implement AGC's Women in Mining and Gender, Diversity & Inclusion objectives within the LRSDP.
- Livelihood monitoring: Design and maintain a monitoring and evaluation framework tracking household income, food security, asset levels and livelihood restoration indicators against RAP entitlements and completion criteria.
- Reporting: Prepare regular internal reports and contribute livelihood restoration data and narrative to AGCL's Sustainability Reporting, lender monitoring reports, and external RAP monitoring/audit processes (e.g. independent RAP audits, lender E&S consultants).
- Completion audit support: Support preparation for the independent Livelihood Restoration / RAP Completion Audit and closure of the resettlement programme.
- Lead and/or support community consultations, livelihood committees and stakeholder engagement activities related to livelihood restoration, in line with AGBL's Stakeholder Engagement Plan.
- Maintain constructive working relationships with Traditional Authorities, District Assemblies, the Minerals Commission, EPA, Lands Commission, NGOs and other development partners active in host communities.
- Receive, log, investigate and support timely resolution of livelihood- and resettlement-related grievances through AGBL's Grievance Redress Mechanism, escalating unresolved cases as required.
- Manage the LRSDP budget and work plan, ensuring cost-effective and timely delivery of committed livelihood restoration commitments.
- Identify and manage social risks associated with livelihood restoration and resettlement, escalating significant issues to the Resettlement Manager.
- Ensure programme design and delivery remain in compliance with applicable Ghanaian legislation, IFC PS5, and AGC's internal Resettlement Policy Framework.
- Supervise and build the capacity of livelihood restoration field staff/assistants; provide day-to-day guidance, coaching and performance management.
- Build livelihood-related technical capacity among PAPs and community members (e.g. agricultural extension, business skills, financial literacy) directly or through partner organizations.
Education, Work Experience & Key Competencies
- Bachelor's degree in Agricultural Economics, Agricultural Extension, Development Studies, Social Sciences, Community Development, Natural Resource Management, or a related field; a relevant master’s degree is an advantage.
- A minimum of 5 experience in progressive experience in livelihood restoration, resettlement, community development or rural livelihoods programming, of which at least three (3) years in a senior or supervisory capacity.
- Progressive experience in livelihood restoration, resettlement, community development or rural livelihoods programming, of which at least three (3) years in a senior or supervisory capacity.
- Demonstrated experience implementing livelihood restoration programmes aligned to IFC Performance Standard 5, ideally within the mining, extractives, infrastructure or large-scale development-project sector.
- Prior experience within a Ghanaian resettlement programme is strongly preferred; familiarity with the Minerals and Mining (Compensation and Resettlement) Regulations, 2012 (L.I. 2175) and related Ghanaian land and mining legislation is required.
- Experience in agricultural extension, agribusiness/microenterprise development, vocational skills training or livelihood diversification programming.
- Experience conducting household socio-economic surveys, livelihood baseline studies and livelihood monitoring and evaluation.
