Duties and Responsibilities


Duties may include, but not be limited to, the following:

 

  • Perform and participate in the three-phase inspection process, including preliminary activities, as necessary to assure compliance with the design parameters and contract specifications and appropriately document inspections.
  • Prepare a daily quality assurance report for the project using the Government furnished observation form consisting of all construction activities observed to include but not limited to activity observed, date and time, location, occurrences that may affect quality of work completed, and procedure used to complete activity.
  • Prepare weekly status reports with appropriate level of detailed back up, providing verbal and/or written comments/input and present the reports at regularly scheduled review meetings.
  • Review, monitor, and provide tracking report to assure timely corrective action to construction and design deficiencies, as well as the prevention of similar occurrences. Substantiate that proposed corrective actions are appropriate for the specific deficiency and provide verbal and/or written comments/input
  • Perform monthly review of contractor as-builts and provide documentation of deficiencies. Review, monitor and provide tracking report to assure timely corrective action to construction and design deficiencies, as well as the prevention of similar occurrences. Substantiate that proposed corrective actions are appropriate for the specific deficiency. The review of the contractor as built drawings shall be for construction status, design status, completeness, and accuracy.
  • Review contract submittals pertaining to contract specification sections, to assure that they conform to the individual specification requirements, recommending Government approval of those which are satisfactory, and providing clear and concise comments in writing to the Government for those submittals which are recommended to be disapproved.
  • Provide technical recommendations with regard to construction contract modifications, i.e. assisting in scope development, recommending elements of measuring and estimating costs, times (including schedule reviews), and impacts, analyzing pre-negotiation positions and evaluating technical merit for Government final contract decision. Modification scope of work drafts, review comments, and analysis shall be documented in appropriate documentation. The Contractor shall not perform any design or redesign duties related to construction modifications.
  • Provide technical comments and analysis on interpretation of construction plans and specifications for Government’s decision in the review of Contractor disputes and claims. Document any Contractor disputes and claims in memorandums.
  • Provide technical support documents/reports with respect to safety requirements for the Secured Federal Buildings with regard to construction aspects which will involve providing reports on health and safety non-conformance to include but not limited to the offender’s name, location of violation, date and time of violation, and nature of violation. The CMSC shall work with the Architect-Engineer, COR, and on-site contractor to develop solutions to architectural problems.
  • Review and provide written comment upon quality control plans, procedures, and techniques
  • Perform completion and warranty inspections, providing written findings
  • Review and provide technical support in response to Requests for Information (RFI) by providing written response within 24 hours of receipt.

 

Required Qualifications and Experience


  • More than 15 years of experience as a construction inspector on large complex multimillion dollar construction projects;
  • Professional experience in construction inspection and construction quality control of vertical construction/renovation of buildings, architecture, general structures, mechanical equipment, and systems, plumbing installations and equipment, and/or electrical systems and equipment;
  • Must have the ability to read, understand, and advise Government personnel on construction documents;
  • Experience with Resident Management System (RMS);
  • Must be familiar with construction safety, demolition and repair work, Mechanical, Electrical and Plumbing codes/regulations, construction means/methods and the three-phase inspection process of a quality control program;
  • For any mechanical work, individuals must have experience with mechanical design and construction for complex facilities, central utility plant, generator and fueling distribution, and general mechanical distribution and commissioning; and
  • Occupational, Safety, and Health Administration (OSHA) 10-Hour Safety Training required

Pay Range: $115,000 - $135,000/year depending on experience

 

Location: Ft Myer, VA (Arlington National Cemetery)

 

Working Hours: Normal Work Hours – Monday – Friday (anticipate 40 per week).
