August Rose Health Center Is seeking a Maryland Board-Approved Alcohol and Drug Supervisor to support the development, implementation, clinical oversight, and quality monitoring of Substance Use Disorder (SUD) Level 1 outpatient services. This role is responsible for providing SUD-specific clinical supervision, consultation, documentation review, staff training, and compliance support.
The ideal candidate will bring strong expertise in substance use treatment and co-occurring disorders, with proficiency in ASAM-informed care, motivational interviewing, relapse prevention, harm reduction, ethical supervision practices, Medicaid documentation standards, and person-centered, trauma-informed service delivery.

August Rose Health Center Is seeking a Maryland Board-Approved Alcohol and Drug Supervisor to support the development, implementation, clinical oversight, and quality monitoring of Substance Use Disorder (SUD) Level 1 outpatient services. This role is responsible for providing SUD-specific clinical supervision, consultation, documentation review, staff training, and compliance support.
The ideal candidate will bring strong expertise in substance use treatment and co-occurring disorders, with proficiency in ASAM-informed care, motivational interviewing, relapse prevention, harm reduction, ethical supervision practices, Medicaid documentation standards, and person-centered, trauma-informed service delivery.
Essential Duties and Responsibilities
Clinical Supervision and Consultation
- Provide SUD-specific clinical supervision to assigned staff, interns, and credential-seeking professionals in accordance with Maryland Board approval and scope of practice.
- Promote ethical care, clinical competence, professional development, client safety, and regulatory compliance through supervision practices.
- Offer consultation on complex cases involving substance use, co-occurring disorders, relapse risk, safety concerns, engagement barriers, and discharge planning.
- Support clinicians transitioning into substance use treatment through coaching, case conceptualization, and documentation guidance.
- Collaborate with leadership to develop workflows, protocols, and clinical pathways for SUD Level 1 outpatient services.
- Support integration of SUD services within the OMHC structure, including referral processes, intake, screening, assessment, treatment planning, and discharge procedures.
- Provide recommendations related to staffing, training, supervision, and quality assurance as program needs evolve.
- Participate in program launch activities, staff education, and implementation planning.
- Review clinical documentation (assessments, treatment plans, progress notes, discharge summaries) to ensure quality, medical necessity, and regulatory compliance.
- Participate in chart audits and provide feedback to improve accuracy, timeliness, and consistency.
- Assist in developing documentation tools, audit processes, and training materials.
- Promote documentation practices that clearly reflect client needs, interventions, progress, and level-of-care justification.
- Provide training on SUD treatment, co-occurring disorders, ASAM-informed care, motivational interviewing, relapse prevention, harm reduction, and ethical practice.
- Support competency-based supervision and workforce development aligned with CARF standards.
- Educate staff on distinctions between mental health and SUD documentation requirements.
- Foster a culture of learning, accountability, and high-quality care.
- Support coordination with external providers, referral sources, and community resources as appropriate.
- Promote trauma-informed, recovery-oriented, culturally responsive, and client-centered care.
- Identify and escalate clinical, ethical, or compliance concerns to leadership in a timely manner.
- Maintain strict confidentiality in accordance with HIPAA, 42 CFR Part 2, and applicable regulations.
- Maryland Board-Approved Alcohol and Drug Supervisor (required)
- Active Maryland licensure or credential in good standing (e.g., LCADC, LCPC, LCSW-C with Board-approved status, or equivalent)
- Minimum of three (3) years of alcohol and drug counseling experience
- Minimum of 3,000 hours of direct client care (or equivalent Board-approved criteria)
- Completion of approved clinical supervision training
- Demonstrated expertise in SUD treatment, co-occurring disorders, ASAM criteria, and evidence-based practices
- Ability to provide clinical documentation review, staff coaching, and compliance guidance effectively
- Ability to successfully complete background checks, credential verification, and onboarding requirements
- Experience developing or launching outpatient SUD programs
- Experience supervising SUD credentialed professionals (e.g., ADT, CSC-AD, CAC-AD, LGADC, LCADC)
- Familiarity with CARF standards, Maryland Medicaid requirements, and COMAR regulations
- Experience in OMHC, SUD outpatient, PRP, or integrated behavioral health settings
- Experience developing workflows, training materials, and supervision frameworks
- Strong knowledge of substance use disorders, recovery models, motivational interviewing, harm reduction, and trauma-informed care
- Ability to evaluate clinical documentation for quality, compliance, and medical necessity
- Strong communication, leadership, and training skills
- Ability to provide clear, constructive, and timely feedback
- Commitment to ethical practice and professional boundaries
- Dedication to culturally responsive and equitable care
- Proficiency with EHR systems, telehealth platforms, and standard business tools
- Support CARF-aligned standards, including person-centered care, workforce competency, ethical practice, and performance improvement
- Practice within the scope of licensure, credentialing, and Board approval
- Maintain current licensure, supervision approval, and required continuing education
- Comply with all agency policies, HIPAA, 42 CFR Part 2, and regulatory requirements
- Immediately report any changes in licensure, Board status, or compliance standing to leadership
