JOB SUMMARY:

The Proposal & Pipeline Manager manages BAC's business opportunity pipeline and leads the full proposal development lifecycle to support successful contract awards. This position serves as the operational lead for opportunity research, CRM administration, proposal planning, compliance, and cross-functional coordination, partnering with Operations, Finance, Human Resources, and the Executive Office to produce compelling, compliant proposals. The role supports organizational growth through strategic proposal execution while maintaining proposal systems, content libraries, and compliance with FAR, AbilityOne, and other applicable federal and state contracting requirements.

Pipeline Management & Opportunity Research

  • Research, identify, and monitor federal, state, commercial, and other contracting opportunities through platforms including SAM.gov, GovWin, AbilityOne, SourceAmerica Forecasting, GSA, SBA 8(a), RESPECT of Florida, agency procurement forecasts, Requests for Information (RFIs), and Sources Sought notices.
  • Evaluate and summarize opportunities for leadership review and maintain an accurate pipeline of qualified pursuits.
  • Monitor procurement schedules, recompete opportunities, and industry trends to support strategic growth initiatives.

Proposal Lifecycle Management

  • Manage the end-to-end proposal development process from opportunity qualification through final submission.
  • Develop proposal schedules, compliance matrices, and production timelines while coordinating internal review cycles and ensuring all proposal deadlines are met.
  • Coordinate proposal kick-off meetings, facilitate collaboration among subject matter experts, and manage document version control throughout the proposal lifecycle.
  • Ensure proposals are compliant with solicitation requirements, Federal Acquisition Regulations (FAR), AbilityOne requirements, and applicable agency guidelines.

Proposal Content & Knowledge Management

  • Develop, organize, and maintain a centralized proposal content library, including templates, boilerplate language, past performance narratives, resumes, certifications, graphics, and capability statements.
  • Continuously refine proposal content by subject area to improve quality, consistency, and efficiency.
  • Develop proposal frameworks that are substantially complete prior to subject matter expert review, allowing technical contributors to focus on solution-specific content.

CRM & Business Development Process Management

  • Serve as the primary administrator for the business development CRM system.
  • Maintain accurate opportunity records and ensure timely updates throughout the business development lifecycle.
  • Develop and implement standardized CRM workflows, automated task assignments, and follow-up processes to improve pipeline visibility and accountability.
  • Generate routine pipeline reports, proposal status updates, and business development metrics for leadership.

Organizational Readiness & Compliance

  • Coordinate annual registrations, renewals, and profile updates for federal and state contracting systems, including SAM.gov, SourceAmerica, RESPECT of Florida, and other required vendor registration portals.
  • Maintain organizational certifications, representations, and required contracting documentation to ensure continued eligibility for procurement opportunities.

Strategic Support

  • Conduct market research, competitive analysis, and procurement forecasting to support business development planning.
  • Research and recommend conferences, industry events, matchmaking opportunities, and professional associations that align with BAC's strategic growth objectives.
  • Prepare briefing materials, opportunity summaries, and background research to support leadership in customer engagements and strategic planning.

Cross-Functional Collaboration

  • Collaborate with Operations, Finance, Human Resources, Marketing, and Executive teams to develop accurate, compelling, and compliant proposal responses.
  • Support continuous improvement initiatives by documenting lessons learned, identifying process enhancements, and implementing best practices that strengthen BAC's proposal development and business development capabilities.
  • Support Marketing efforts by providing up-to-date statistics around past performance and quality metrics from the proposal content library.

SUPERVISORY RESPONSIBILITY

  • None

MINIMUM QUALIFICATIONS:

  • Three (3) to five (5) years of progressively responsible experience in proposal management, proposal coordination, project management, business development operations, government contracting, or a related field.
  • Demonstrated experience managing multiple complex projects with competing deadlines and coordinating cross-functional contributors.
  • Experience developing, editing, and coordinating technical or business proposals.
  • Strong research, writing, editing, organization and document-management skills, with exceptional attention to detail.
  • Proficiency with Microsoft SharePoint and Microsoft Dynamics, or equivalent, required.
  • An equivalent combination of education, certification, training and/or experience may suffice for the above requirements.
  • Must satisfy Florida Department of Children and Families (DCF) Level 2 background screening requirements.
  • Must be available to attend occasional evening and weekend events.
  • Must be able to pass a pre-employment drug screening.
  • Must have a valid Driver’s License, have a clean driving record (verified by Motor Vehicle Report screening) and reliable transportation.

PREFERRED QUALIFICATIONS:

  • A Bachelor's degree in Business Administration, Communications, Marketing, English, Public Administration, Project Management, or a related field.
  • Six Sigma, Project Management Professional (PMP or CAPM), or Agile Certifications.
  • Experience using business development tools such as GovWin, SAM.gov, GSA, CRM platforms (Salesforce, Microsoft Dynamics, HubSpot, etc.), or similar systems.
  • Experience with proposal management methodologies such as APMP or Shipley.
  • Experience with organizations serving persons with disabilities.

In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to independently plan and manage multiple priorities, anticipate needs, and meet deadlines.
  • Excellent written and verbal communication skills, including the ability to synthesize complex information into clear, accurate, and persuasive content.
  • Sound judgment, analytical thinking, problem-solving ability, and meticulous attention to detail.
  • Ability to build effective, collaborative working relationships across functions and levels of the organization.
  • Proficiency with Microsoft Office and applicable proposal, CRM, collaboration, and document-management systems.
  • Ability to understand and follow applicable BAC policies, procedures, and contracting requirements.
  • Ability to maintain regular and punctual attendance.

TRAVEL

Travel is primarily local during the business day, although some out-of-area, evening and overnight travel may be required.

WORK AUTHORIZATION/SECURITY CLEARANCE (IF APPLICABLE)

Must be authorized to access and work on government installations.

PHYSICAL REQUIREMENTS:

This position works primarily in an office setting. Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 30 pounds). Occasionally involves some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing. These activities can be performed with or without reasonable accommodation.

ENVIRONMENTAL REQUIREMENTS:

Tasks are regularly performed inside with minimum exposure to adverse environmental conditions (e.g., dirt, heat, rain, fumes). On occasion, events will be held outdoors where exposure to prolonged heat, rain, cold, etc. may occur.

SENSORY REQUIREMENTS:

Some tasks require manual dexterity.

AVAILABILITY: Full-time

SALARY: Starting at $65,000
