The Payroll Manager contributes to the overall organization by leading all in-house Canadian payroll activities. As an essential part of our Finance team, the Payroll Manager provides end-to-end administration and oversight of all payroll functions performed internally within the organization, working diligently to achieve Hall’s business goals. Overall, this position ensures full responsibility for in-house payroll systems, calculations, compliance, reporting, and adherence to applicable employment standards such as tax legislation and regulatory requirements.
Core Responsibilities:
- Provide daily leadership and oversight for the payroll operations and team.
- Responsible for payroll accuracy and timeliness.
- Ensure compliance with existing internal controls to adhere to payroll related audits.
- Oversee payroll administration for union and non-union employees including collective agreement compliance, union remittances, and reporting.
- Ensure all payroll processing controls and related documentation are consistently maintained, current, and accurate.
- Ensure compliance & timely accurate reporting with government bodies and regulatory authorities (CRA, WCB remittances, EHT Remittance).
- Manage Group RRSP and Extended Health benefit plan for non-union employees.
- Administer annual year end process (CRA account reconciliations, updating taxable benefits, and preparing T4s).
- Maintain good working relationships with internal and external business partners.
- Review and approve reconciliations of payroll related balance sheet accounts and related journal entries.
- Continuously identify and develop solutions for process efficiency improvements to improve productivity.
- Prepare journal entries, account reconciliations, analysis as well as leading the year-end process for reporting, regulatory filings, and supporting audits.
- Identify and provide solutions for potential payroll issues and/or concerns. Continually strive for operational excellence, seeking ways to optimize processes, create operational efficiencies within the department.
- Maintain written payroll guidelines, update policies and procedures as well as payroll process documentation in ERP system.
- Keep up to date on latest government rules and regulations on payroll source deductions and remittances, taxable benefits, workers compensation and employment standards related to compensation.
Technical Skills:
- Working experience with payroll, tax, unions, and employment laws at the federal and local levels.
- Good working knowledge of 500+ company payroll systems.
- Proficiency in Microsoft Office (Excel, Word).
Interpersonal Skills:
- Confidence and ability to work independently with little supervision in a fast-paced environment.
- Mentorship, coaching and leadership skills.
- Excellent organizational skills, ability to handle multiple priorities within deadlines.
- Keen eye for detail and accuracy.
- Excellent team player that works well with others.
Qualifications:
- Minimum 10 years of payroll leadership experience in multi-union Canadian payroll environment.
- Good working knowledge of payroll software platforms.
- Education: Post secondary education/certificate.
- Designations: PCP/CPM considered an asset.
