JCO Partner Nation Integrator

About the Role
As a JCO Partner Nation Integrator, you serve as the primary coordinator and subject matter expert for integrating Partner Nations into the Joint Commercial Operations (JCO) enterprise. This role manages the full lifecycle of Partner Nation engagement, from initial induction planning through agreement execution, exercise coordination, and sustained liaison support, ensuring Partner Nation equities are represented across JCO operations and stakeholder forums.

This position ensures Partner Nations are properly onboarded, resourced, and represented, while maintaining the agreements, training pipelines, and working relationships that allow commercial and coalition capabilities to be integrated into joint military decision-making. 

This role offers an opportunity to shape how Partner Nations are brought into and sustained within the JCO, directly influencing coalition space integration, security cooperation outcomes, and the JCO's relationships with Combatant Commands, Service Components, and allied space organizations. 

Key Responsibilities 

• Coordinate, draft, and manage Acquisition and Cross-Servicing Agreement (ACSA) transactions with JCO Partner Nations, including educating partners on ACSA requirements, drafting and coordinating transaction forms, tracking Equal Value Exchange (EVE) execution, processing annual renewals, and maintaining accurate records in AGATRs. 
• Provide subject matter expertise and inputs to USSF Component Field Commands (C-FLDCOMs) on JCO-relevant Operations, Activities, and Investments (OAIs), and represent JCO interests in regional Space Domain Working Groups (SDWGs) and CCMD Space Security Cooperation Resourcing Working Groups. 
• Support development and implementation of Significant Security Cooperation Initiatives (SSCIs), advising on capabilities, sensor locations, security, and military utility, and serving as the coordination point between integrators and engineering teams for detailed assessments. 
• Support Partner Nation planning for initial space operations, cadre development, and all-domain integration strategy, and facilitate Partner Nation sensor and data integration into the JCO. 
• Coordinate Partner Nation participation in CCMD, USSF C-FLDCOM, and JCO-sponsored exercises, including bilateral and multilateral cooperative events, and assist in coordinating L2H HVA training with Partner Nations. 
• Coordinate security cooperation cases involving the JCO — including AFSAT non-tuition MASLs, Building Partner Capacity (BPC), SSCI, Section 333, and Foreign Military Sales (FMS) cases — with Partner Nations and appropriate stakeholders. 
• Lead induction of new Partner Nations into the JCO when authorized, establishing induction plans, delivering JCO mission overviews, and coordinating with U.S. entities (USSPACECOM, CCMDs, SPACEFOR Components) to validate and prioritize candidate nations. 
• Serve as liaison to Regional Combatant Commands, SPACEFOR Components, NATO, U.S. Country Teams/Embassies, JIST, and Partner Nation space organizations, and review CCMD and C-FLDCOM plans involving Partner Nations. 
• Coordinate JCO operator training (P&D, TacSRT, EMSO) and plan and execute JCO National Cell Certification as required. 
• Support recurring JCO governance forums, including Battle Rhythm Events, Futures Battle Rhythm, the Ops Review Panel, and the Global Staff Meeting, particularly issues requiring Partner Nation coordination. 
• Represent JCO Partner Nation equities at international conferences (e.g., AMOS, Space Symposium, Space Conference of the Americas) and support JCO tours and visits, international academic program engagement, and international defense research and development touchpoints. 
• Develop talking points and coordinate positions for USSPACECOM, Space Force Components, CCMDs, and OSW-P regarding JCO interactions with Partner Nations. 
• Maintain working knowledge of JCO operational currency and proficiency, observe JCO Live Flys to maintain situational awareness, and work with Regional Coordinators to support effective daily regional operations capacity. 

Required Qualifications 

• Experience working security cooperation agreements or authorities such as ACSA, Foreign Military Sales (FMS), Building Partner Capacity (BPC), or Section 333 cases. 
• Demonstrated experience in international partner engagement, security cooperation, or coalition/space security cooperation environments. 
• Working knowledge of space operations concepts and joint/coalition space integration. 
• Experience serving as a liaison across Combatant Commands, Service Components, or interagency and international partners, including NATO or U.S. Country Teams/Embassies. 
• Superior written and oral communication skills, including the ability to draft formal agreements, talking points, and briefings for senior military and civilian stakeholders. 
• Highly motivated self-starter capable of independent execution across multiple concurrent stakeholder relationships. 
• Ability to travel in support of exercises, conferences, and Partner Nation engagements. 

Preferred Qualifications 

• Familiarity with the JCO, USSPACECOM, U.S. Space Force, and their Component relationships. 
• Experience with AGATRs or similar agreement-tracking and management systems. 
• Experience with Space Operations. 
• Prior experience in joint or coalition exercise planning and execution. 
• Regional expertise or foreign language proficiency relevant to an assigned Partner Nation portfolio. 
• Experience supporting Security Cooperation resourcing or working groups at the CCMD or Component level. 
• Experience working in joint and interagency environments, including operation centers across multiple levels of government. 

Experience and Education 

Bachelor's degree and 5+ years of experience in security cooperation, international affairs, or space/joint operations preferred.
