Purpose of job:
* To lead, drive and improve British Council Bangladesh’s Information Technology (IT) strategy, platform and network across all offices to support business development
* To implement, manage, maintain and monitor IT infrastructure for a range of appropriate, efficient and affordable IT services
* To ensure all British Council business units have the best possible IT access, software, hardware and solutions to meet their objectives, business needs and customer requirements
* To enable maximum exploitation of the available technology and services to support new ways of working.
Main opportunities/challenges for this role
Accountabilities, responsibilities and main duties:
Assess Business Requirements:
1. Partner with all business units - teaching, exams, programmes and contracts- to understand their IT business needs and identify value for money, compliant solutions that meet current and future requirements
2. Implement these identified solutions seamlessly and effectively
3. Contribute globally and lead nationally on ensuring that the Global IS Policies are followed
4. Contribute regionally on IT elements to the Global Information Services (GIS) planning process
5. Lead effective engagement with other BSS functions / teams
Supervise IT Infrastructure
1. Lead for effective functioning of IT systems
2. Develop and maintain a hands-on approach while solving IT matters and ensure the smooth functioning and planning of IT and ICT systems in line with IT and ICT strategy
3. Responsible for administration, implementation and upgrading of ICT infrastructure according to business and technical needs, best practice, change and configuration management (including Hardware, Software, GTI and NON GTI LAN, WLAN, PABX, Video-conference)
4. Overall responsibility for all maintenance and efficient backup systems, inventory management, disposal & replacement scheduling, IT & ICT budgetary management
5. Effective management of all IT related matters by self and ensuring required level of service delivery and support when delegated to others (including third parties)
6. Ensure IP telephone system and users’ extension lists are updated over the site
7. Act as a consultant and technical adviser to managers and third-party suppliers across SSC on integrating business needs with technical solutions
8. Ensure timely first & second level of support as per the pre-defined SLA (Service Level agreement) \OLA (Operational Level agreement)
9. Escalate any problems/issues to relevant teams as required and follow up to ensure resolution in a timely manner
Compliance
1. Act as a role model for the British Council’s IT policies and standards in relevant areas (e.g. Data Protection, Standards on the use of corporate IT systems and equipment.
2. Monitor compliance with IT policies and procedures (Software, Web Filtering, etc) and advise on any necessary action on non-compliance
Ensure anti-virus solutions and maintained and manage outbreaks according to British Council standard process
1. Participate in disaster recovery procedures of IT systems as directed by the overall business continuity plan (BCP)
2. Ensure appropriate action is taken on receipt of monthly compliance reports and all actions and reporting is completed within the specified time frames
3. Perform half yearly reconciliation of the software & hardware inventory with the reports provided by Global IS
4. Responsible for managing IGRM- Information Governance Risk Management compliance
Financial Planning, Management & Procurement
1. Assist with the preparation of annual IT budget plans and expenditure forecasts to meet organisational planning requirements
2. Assist Director BSS with the regular monitoring and reporting of IT expenditure against plan via monthly FCCF reports including accounting for any variations against plan.
3. Carry out all Year End financial procedures, ensuring journals, pre-payments and accruals are processed in accordance with British Council financial policy and procedures.
4. Ensure all IT related procurement is cost effective while meeting quality standards and business needs
5. With Head/Procurement, monitor IT contracts and evaluate performance of IT suppliers, service providers and products to ensure delivery at the agreed service levels
Internal Customer Service
1. Responsible for internal customer services standards and ensuring that are consistently achieved
2. Collaborate and proactively liaise with GIS for quick IT solutions/resolutions
Team Leadership & Line Management
1. Performance management, including personal performance portfolios, to be carried out in accordance with the British Council’s policies, procedures and standards.
2. Poor performance and/or disciplinary issues to be addressed in line with British Council policies and standards.
3. Develop the skills and competencies of individual staff by making available regular learning and development opportunities.
General Business Support Services
1. As part of BSS management team, work effectively across BSS functions to meet the needs of the business
2. To provide technical advice for project planning, facilities upgrades and premises
3. Undertake other BSS duties consistent with the role as required
Role specific knowledge and experience
Minimum/Essential:
* Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, Information Systems, or a related discipline.
* Proven experience in managing and supporting enterprise IT infrastructure, including networks, servers, end-user devices, telecommunications, and business applications.
* Demonstrated experience in delivering IT services and technical support within a multi-site organisational environment.
* Strong knowledge of Microsoft technologies, including Microsoft 365, Windows operating systems, Active Directory, collaboration tools, and cloud-based services.
* Experience in managing LAN, WLAN, internet connectivity, telephony systems, video conferencing solutions, and associated IT infrastructure.
* Sound understanding of information security principles, cyber security controls, data protection requirements, IT governance, and risk management practices.
* Experience in IT procurement, supplier management, contract administration, asset management, budgeting, and cost control.
* Experience in managing IT incidents, service requests, change management activities, and business continuity/disaster recovery processes.
* Ability to analyse business requirements and translate them into practical, cost-effective, and user-focused technology solutions.
* Proven experience in stakeholder management, team leadership, project implementation, and working effectively with internal customers, third-party suppliers, and global support teams.
Desirable:
* Professional IT certifications such as ITIL, Microsoft, Cisco, CompTIA, Prince2, PMP, or equivalent.
* Experience working in a multinational organisation, shared services environment, or matrix-managed structure.
* Knowledge of cloud platforms, cyber security frameworks, and digital transformation initiatives.
