The Social Worker-Foreclosure Prevention plays a critical role in advancing housing stability and equitable tax administration within the Calhoun County Treasurer’s Office. This position serves as a bridge between statutory tax enforcement and human-centered service delivery, helping residents navigate delinquent property taxes processes while connecting them to meaningful support.

Working within the framework of Michigan Public Act 123 of 1999, this role leads to foreclosure prevention efforts through proactive outreach, individualized case management, and cross-sector collaboration. The position balances compliance with compassion, ensuring legal requirements are met while maximizing opportunities for residents to retain their homes.

Responsibilities

  1. Provides trauma-informed, strengths-based counseling and case management to residents at risk of tax foreclosure.
  2. Assesses financial, housing, and social needs and develops individualized plans to support foreclosure prevention.
  3. Educates residents on property tax obligations, foreclosure timelines, and available relief programs.
  4. Assists residents in establishing payment plans and navigating hardship extensions and other assistance programs.
  5. Conducts proactive outreach through community engagement, workshops, and targeted communication efforts.
  6. Builds and maintain partnerships with community organizations, housing agencies, and service providers.
  7. Administers and supports foreclosure prevention programs, including tracking participation and outcomes.
  8. Supports compliance with Michigan Public Act 123 of 1999 and related laws.
  9. Research delinquent parcels, ownership records, and lien information to support casework and compliance.
  10. conducts field visits and property inspections and documents findings accurately.
  11. Prepares and processes legal and administrative documents related to foreclosure proceedings.
  12. Assists legal counsel with case preparation and court-related activities.
  13. Maintains accurate records in accordance with legal, regulatory, and retention requirements.
  14. Responds to public inquiries and assists with Freedom of Information Act (FOIA) requests.
  15. Supports administration of the annual foreclosure auction and related processes.
  16. Collects, tracks, and analyzes data to evaluate program performance.
  17. Recommends process improvements to enhance efficiency and service delivery.
  18. Coordinates with internal departments, local governments, and community partners.
  19. Provide guidance, training, and oversight to assigned staff.
  20. Represents the Treasurer’s Office at meetings and public events.
  21. Other duties as assigned.

This position provides direct supervision including hiring, discipline, training/development of 2 employees

Requirements

  • Bachelor’s degree in related field required or combination of education and experience commensurate with the requirements of this position; master’s degree preferred.
  • Four years of progressively responsible experience in social services, case management, public administration, collections, or related field required. Experience of working with vulnerable or underserved populations preferred.
  • Knowledge of social service systems and community resources.
  • Ability to learn and apply property tax and foreclosure laws and processes.
  • Strong counseling, case management, and crisis intervention skills.
  • Ability to analyze financial and legal information.
  • Strong organizational skills and attention to detail.
  • Leadership and supervisory skills.
  • Ability to manage multiple priorities and meet deadlines.
  • Ability to interpret and apply laws, policies, and procedures.
  • Verbal, written, and interpersonal communication skills.
  • Ability to maintain confidentiality and build trust with diverse populations.
  • Proficiency in Microsoft Office and ability to learn specialized systems.
  • Possession of a valid Michigan driver’s license and an acceptable driving record.
  • Ability to work effectively with individuals and groups from a variety of identities, cultures, backgrounds, and ideologies.

Hybrid Work Classification: On-Site Required
Flexibility Classification: Fixed Schedule

  • This position involves a combination of office-based and field work, including visits to residential properties and community locations.
  • Work may include occasional exposure to outdoor conditions and interaction with individuals experiencing financial or personal stress.
  • Occasional evening and weekend work may be required to support outreach and community engagement efforts.
Salary Range
$64,368.70$82,233.25 USD
