Banyan Global is recruiting a Team Leader for the upcoming Indo-Pacific Energy and Critical Minerals Definitional Mission.

 

The Team Leader will oversee the identification, evaluation, and development of project opportunities that may be supported by USTDA project preparation activities, including feasibility studies, technical assistance, pilot projects, and front-end engineering and design studies. The Team Leader will serve as the primary point of contact with USTDA and will guide the preparation of Definitional Mission deliverables, including Preliminary Assessments, Project Reports, Scoping Mission Reports, Amendment Reviews, and the Final Report. The role includes coordination with U.S. companies, foreign project sponsors, government stakeholders, and other partners to identify projects that advance U.S. industry participation and align with USTDA funding criteria. The period of performance is up to 36 months contingent on funding.

Responsibilities

  • Serve as the primary liaison with USTDA’s Contracting Officer’s Representative (COR) and Indo-Pacific Regional Team.
  • Lead implementation of the Definitional Mission and oversee all technical and administrative deliverables.
  • Manage preparation and quality control of Preliminary Assessments, Project Reports, Scoping Mission Reports, Amendment Reviews, and the Final Report.
  • Identify and evaluate energy and critical minerals infrastructure project opportunities across Southeast Asia, South Asia, and the Pacific Islands.
  • Coordinate consultations with U.S. companies, project sponsors, and relevant government and industry stakeholders.
  • Lead or participate in a regional scoping mission to meet with project sponsors, government officials, and sector stakeholders and identify potential project opportunities.
  • Guide development of activity concepts, including Terms of Reference (TORs), implementation approaches, and preliminary budgets for USTDA-funded activities.
  • Ensure that proposed activities meet USTDA funding criteria, including development impact, likelihood of financing, and potential for U.S. exports.
  • Provide regular status updates and maintain tracking tools to monitor deliverables, timelines, and project pipeline development.

Requirements

  • 10+ years in infrastructure development, project preparation, or international development programs.
  • Demonstrated experience in energy infrastructure, critical minerals, or related sectors.
  • Demonstrated experience leading complex international consulting assignments or project preparation missions.
  • Experience evaluating infrastructure projects and preparing feasibility studies, project assessments, or technical assistance scopes of work.
  • Strong knowledge of Indo-Pacific infrastructure markets, including experience in Southeast Asia, South Asia, and/or Pacific Island countries.
  • Strong background in project finance and infrastructure financing
  • Familiarity with MDB, DFC, Ex-Im, and commercial financing requirements
  • MBA or master’s in finance, economics or related field
  • Strong written and oral communications skills in English
