About the Role

DMI is seeking a Senior Consultant to support the Office of the Chief Information Officer (OCIO) of a legislative customer in refreshing and revising its five-year Directional Plan and Roadmap. This individual will lead the project from initiation to closure and is responsible for all aspects of refreshing and revising the OCIO's five-year strategy and plan. This individual brings expert-level knowledge of IT strategic planning, organizational analysis, and facilitation.

 

Responsibilities

  • Ongoing management of the project work plan, establishing a structured framework for all tasks, deliverables, milestones, and resource allocation across the contract period.
  • Weekly written status reports covering work accomplished, upcoming tasks, challenges, risks, and obstacles
  • Design and facilitate participative stakeholder planning sessions for the OCIO Senior Management Team and a cross-OCIO working group
  • Develop session guides including objectives, outputs, agendas, and supporting materials
  • Conduct environmental and organizational analysis, including SWOT analysis
  • Produce a Directional and Functional Analysis and Recommendations Report with actionable near, mid, and long-term improvement recommendations.
  • Revise and finalize the updated OCIO Directional Plan, including strategic goals, objectives, updated mission and vision statements, outcomes, and measures aligned to the Library's Strategic Plan
  • Develop communications materials supporting the updated Directional Plan, including draft memoranda and presentations
  • Develop the OCIO five-year Roadmap mapping direction, priorities, goals, success metrics, and high-level graphical representations of initiatives and responsibilities.
  • Maintain version-controlled documentation throughout the period of performance in a shared repository

Requirements

  • Experience supporting IT strategic or directional planning for federal civilian agencies
  • Familiarity with the Library of Congress, cultural institutions, or educational organizations
  • Experience conducting SWOT analyses, organizational capabilities assessments, and transformation planning
  • PMP or PMI-ACP certification; familiarity with PMBOK, Agile/Scrum methodologies
  • Bachelor's degree in Information Technology, Business Administration, Public Administration, or a related field required. Master's degree preferred.
  • Strong written and verbal communication skills with experience briefing senior government executives and the ability to synthesize complex organizational inputs into polished, decision-ready deliverables
  • Expert knowledge of IT strategic and directional planning, organizational performance management, or related advisory roles, with demonstrated expert-level proficiency in directional planning methodologies and performance measurement frameworks.
  • Demonstrated expertise in strategic plan development, including development of strategic goals, objectives, key performance indicators, and progress-tracking methodologies for large, complex organizations
  • Experience designing and leading participative planning sessions with senior leadership and cross-functional working groups
  • Experience developing and applying methodology for tracking progress toward strategic goals
  • Experience creating and editing official deliverable-quality documents and reports for federal, cultural, or educational institutions
  • Proficiency in graphic design or visual communication sufficient to produce high-quality graphical representations of plans, roadmaps, and organizational strategies within deliverable documents.
  • Strong written and verbal communication skills with the ability to synthesize complex organizational inputs into polished, decision-ready deliverables
  • Availability between 8:30 a.m. and 5:00 p.m. Eastern Time, Monday through Friday, excluding Federal holidays
