The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools. 

 

The consultant will be engaged to facilitate the strategic and development planning process for the Department of Justice, including the National Prosecution Service (DOJ-NPS), and to support the development of a DOJ-NPS Development Plan and a broader DOJ Development Plan. The assignment aims to strengthen institutional direction, improve coordination across offices, and support evidence-based planning within the Department. 

 

The consultant will perform the following responsibilities: 

  • Conduct consultations with various DOJ offices to gather inputs, identify cross-cutting priorities, and ensure alignment across units. 
  • Facilitate the strategic and development planning process for the DOJ and the DOJ-NPS. 
  • Develop a DOJ-NPS Development Plan, including strategic priorities, key outcomes, and indicative implementation approaches. 
  • Develop a DOJ-wide Development Plan, including strategic priorities, key outcomes, and indicative implementation approaches. 
  • Design and facilitate stakeholder workshops and validation sessions to ensure ownership and feasibility of the development plans. 
  • Prepare a final report summarizing the planning process, key findings, and recommendations to support implementation of the development plans. 
  • Provide technical advice throughout the process. 
  • Requirements

    • Master’s degree in public administration, public policy, law, development studies, management, or other relevant field. In lieu of a Master’s degree, at least 20 years of relevant professional experience in strategic planning, institutional development, or public sector reform may be accepted. 
    • Minimum of 10 years of professional experience in strategic planning, institutional development, or public sector reform. 
    • Demonstrated experience facilitating strategic planning processes and developing institutional or organizational development plans. 
    • Experience working with government institutions, preferably in the justice sector, is an advantage. 
    • Experience in facilitating multi-stakeholder consultations and high-level workshops is an advantage. 

     

     

    • Outstanding written and verbal communication skills in English and Filipino are required. 

     

     

    • Strong facilitation and stakeholder engagement skills. 
    • Demonstrated ability to design and lead participatory planning processes for senior-level stakeholders. 
    • Excellent analytical and report writing skills. 
    • Ability to synthesize complex inputs into clear, actionable, and results-oriented plans. 
    • Strong understanding of governance and justice sector dynamics is an advantage. 

    This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. 

     

    The estimated level of effort for this assignment is approximately 60 working days, covering planning design, consultations, facilitation of workshops, and preparation of development plans and reports. 

     

    The selected consultant is expected to commence work as soon as possible following contract signing. The consultancy will be mostly home-based but will include in-person consultations and workshops with DOJ stakeholders.
