Pact is initiating a new activity in Liberia as part of the ACHIEVE project, a global project funded through the U.S. Department of State. The activity in Liberia will align with ACHIEVE’s overall strategic objectives which include achieving and maintaining HIV/AIDS epidemic control among pregnant and breastfeeding women, infants, children, and adolescents and improving integrated maternal, newborn, and child health (MNCH) and nutrition services. ACHIEVE’s Liberia MNCH activity will support the Government of Liberia to address existing MNCH gaps, improve maternal child health outcomes, and support interventions and priorities that will improve availability of and access to quality lifesaving MNCH services, and enhance health workforce capacity

 

The County Data Visibility Advisor for Sinoe county will work under the supervision of the Data Visibility Advisor to support County Health Teams (CHTs), District Health Teams (DHTs), and health facility staff to strengthen data quality, data visibility, and routine use of maternal, newborn, and child health (MNCH) data for decision‑making under the ACHIEVE Liberia project. The County Data Visibility Advisor will provide hands‑on technical assistance, mentoring, and coaching that enables CHTs, DHTs, and facilities to effectively carry out HMIS/DHIS2 data entry, validation, analysis, review, and use within existing national systems and supervision structures.

ACHIEVE will recruit one County Data Visibility Advisor for each of the seven counties supported by the project. Only candidates currently based and able to work in Liberia will be considered for this position. The seven counties are: Bomi, Grand Cape Mount, Grand Kru, Maryland, Rivercess, Sinoe, and Grand Gedeh.

Responsibilities

Supporting Data Quality, Visibility, and Use

  • Support CHTs, DHTs, and health facility staff to ensure accurate, timely, and complete recording and reporting of MNCH data within Liberia’s HMIS/DHIS2 system.
  • Provide hands‑on assistance to facility and district staff to strengthen routine data validation practices, including comparison of registers, tally sheets, and reports.
  • Support government teams to identify data quality gaps, understand root causes, and develop corrective actions, rather than correcting data on their behalf.
  • Assist CHTs, DHTs, and facilities to access, analyze, and interpret routine MNCH data to identify trends, performance gaps, and priority areas for action.
  • Support the use of standard dashboards and simple data visualization tools to help non‑technical users understand and use MNCH data

Routine Data Review and Supportive Supervision

  • Support CHTs and DHTs to facilitate monthly data review meetings at facility, district, and county levels.
  • Reinforce the integration of data review and data use discussions into Joint Integrated Supportive Supervision (JISS) visits.
  • Support government teams to document action points arising from data reviews and supervision visits and to follow up on agreed actions over time.
  • Encourage routine use of data to inform planning, supervision priorities, and quality improvement discussions.

Reporting and Compliance

  • Work under the guidance of the national-level Data Visibility Advisor to implement county‑level data visibility support activities.
  • Provide regular updates to the Data Visibility Advisor on progress, challenges, and capacity gaps observed at county, district, and facility levels.
  • Support preparation of routine monitoring summaries and data inputs for ACHIEVE internal tracking and donor reporting, drawing from government‑owned data systems.
  • Participate in county‑level coordination meetings, performance review meetings, and technical discussions related to MNCH and data use.
  • Coordinate with other implementing partners and MoH counterparts at county and district levels to promote harmonization and avoid duplication of data‑related support.

Compliance and Other Duties

  • Support adherence to national, donor, and Pact data governance, data ethics, and data security requirements.
  • Complete all required Pact compliance trainings and adhere to organizational policies and procedures.
  • Perform other duties as assigned to support project implementation and institutionalization of data use practices.

Requirements

  • Bachelor’s degree in Public Health, Health Information Systems, Statistics, Social Sciences, or a related field; and
  • Minimum of 2–3 years of experience supporting health data collection, HMIS/DHIS2 reporting, or M&E activities at facility, district, or county level.
  • Practical experience supporting HMIS/DHIS2 data entry, validation, and review, preferably within government systems.
  • Familiarity with MNCH indicators and routine health facility registers.
  • Experience providing mentoring, coaching, or supportive supervision to government health staff.
  • Strong communication skills and ability to explain data concepts to non‑technical audiences.
  • Ability to work independently while collaborating closely with county‑level stakeholders.
  • Willingness and ability to travel regularly within the assigned county.
  • Proficiency in Microsoft Excel and basic reporting tools.
  • Fluency in English required; local language proficiency is an asset.
