The Rivercess County Maternal and Child Health (MCH) Advisor will work under the supervision of the national-level MCH Advisor supporting the technical team for successful implementation of the MCH technical components of the ACHIEVE Liberia project. ACHIEVE is a global project funded through the U.S. Department of State and implemented by Pact. ACHIEVE Liberia addresses maternal and child health gaps and supports the Government of Liberia to improve maternal and child health outcomes by improving quality of care, access to services, data systems, and human resources for MCH services. The activity will support the availability of and access to quality lifesaving maternal, newborn, and child health services, and enhance health workforce capacity.

 

The Rivercess County MCH Advisor is responsible for providing technical assistance to their assigned county and district health teams to oversee maternal and child health services in health facilities under their purview. The technical assistance aims to strengthen high-quality, integrated MCH services at county, district, and facility levels.

ACHIEVE is hiring one Maternal and Child Health Advisor for each of the seven counties the project is implementing in. The seven counties are: Bomi, Grand Cape Mount, Grand Kru, Maryland, Rivercess, Sinoe, and Grand Gedeh.

Responsibilities

  • Oversee the implementation and coordination of project activities at county level aimed at strengthening high-quality, integrated MCH services at facility and county levels.
  • Support county and district health teams to implement interventions designed to improve emergency obstetric and newborn care and reduce maternal and newborn mortality.
  • Strengthen capacity of county and district health teams (CHTs and DHTs) to deliver on their MCH responsibilities with quality through training, mentoring, coaching, supportive supervision, and other approaches.
  • Promote the use of quality improvement tools and approaches among CHTs, DHTs, and health facilities to strengthen maternal and newborn health service delivery.
  • Support CHTs and DHTs to deliver priority MCH trainings for facilities and follow-up with in-service mentoring and coaching
  • Support CHTs and DHTs to identify gaps in MCH service delivery, including issues related to availability and management of essential commodities and supplies.
  • Work closely with CHTs and other MCH stakeholders to support coordination and implementation of MCH activities, and ensure there is no duplication of MCH activities with other implementing partners in the county.
  • Assist CHTs and DHTs to conduct monthly supportive supervision visits in health facilities and follow-up on action items to improve the quality of MCH services at health facilities.
  • Support implementation of joint integrated supportive supervision visits with CHTs, DHTs, and members of other MOH health departments
  • Collaborate with the County Data Visibility Advisor based in their county to collect data for internal monitoring of activities and strengthen visibility and use of data at facility, district, and county levels.
  • Ensure strong collaboration and coordination with the ACHIEVE sub-awardees leading community-level activities in the county.
  • Participate in county-level coordination meetings, technical discussions, and performance review meetings related to MCH.
  • Support documentation and sharing of best practices, lessons learned, and success stories related to MCH interventions.
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.

Requirements

  • Minimum of a Bachelors’ Degree in Midwifery, Degree in Public Health, Health Management or relevant health field.
  • At least 2 years’ experience delivering, overseeing, and providing technical assistance in maternal and child health
  • Experience working at both health facility and county or national levels
  • Familiarity and technical understanding of MCH interventions across the continuum of ANC, delivery, and PNC services focused on preventing the leading causes of death among mothers and newborns and improving health outcomes.
  • Experience providing technical assistance, capacity strengthening, supportive supervision, and performance monitoring in MCH for county and district health teams.
  • Demonstrated on-the-ground experience and knowledge of MCH needs and actors of one or more of the seven ACHIEVE counties.
  • Demonstrated experience within successful teams, achieving deliverables on time and within budget, and interacting effectively and collaboratively with a broad range of stakeholders.
  • Ability to develop and maintain strong relationships with government and civil society stakeholders.
  • Strong analytical, presentation, communication and reporting skills.
  • Sound skills in word processing, spreadsheets, databases, and presentations
  • Ability to work independently, good leadership skills, ability to work with people from all backgrounds
  • Excellent written and spoken English.
  • Ability to travel through Liberia
