Senior Technical Advisor SME III

Position Summary:

The Senior Technical Advisor provides strategic technical leadership and subject matter expertise to the FAA Aviation Safety Management (ASM) Program Office. The position supports the Aviation Safety Information Analysis and Sharing (ASIAS) program and the Aviation Safety Information Platform (ASIP), helping advance FAA safety data integration, governance, analytics, and enterprise data-sharing initiatives. The advisor works across FAA organizations and industry partners to identify emerging safety risks within the National Airspace System (NAS), improve data-driven decision making, and support enterprise-wide safety management.

Responsibilities

  • Serve as the senior technical advisor for ASIAS, ASIP, Enterprise Information Management (EIM), and related aviation safety initiatives.
  • Provide technical leadership for enterprise modernization efforts, including implementation of Artificial Intelligence (AI) and Large Language Models (LLMs) within aviation safety data environments.
  • Perform hands-on implementation of AI-enabled capabilities supporting aviation safety analysis and operational decision making.
  • Develop recommendations for system enhancements, modernization strategies, and data management best practices.
  • Support integration, validation, governance, and lifecycle management of FAA and operator safety data.
  • Develop and maintain data governance policies, standards, quality controls, and metadata management practices.
  • Advise on Role-Based Access Control (RBAC), user authorization, and data security requirements.
  • Support FAA Voluntary Safety Reporting Systems and analysis of ADS-B and other aviation operational data.
  • Coordinate with FAA stakeholders, airlines, industry partners, engineers, analysts, and program managers.
  • Prepare technical documentation, executive briefings, requirements analyses, architecture documentation, and strategic planning materials.
  • Support proactive safety risk identification and monitoring through advanced analytics and integrated safety information.

Requirements

  • Bachelor's degree in Aviation, Engineering, Information Systems, Data Science, Computer Science, or related technical field.
  • Minimum five (5) years supporting FAA aviation safety, aviation analytics, operational data systems, or comparable FAA programs.
  • Experience with ASIAS 3.0, ASIP, Enterprise Information Management (EIM), and aviation safety data integration.
  • Hands-on experience implementing AI/LLM technologies in enterprise data environments.
  • Knowledge of RBAC, data governance, and enterprise data management frameworks.
  • Experience with FAA voluntary safety reporting systems and ADS-B or other aviation operational data.
  • Strong analytical, communication, technical writing, and stakeholder engagement skills.
  • Clearance: Ability to obtain and maintain required FAA system access and credentials
  • Master's degree or PhD in a related technical discipline.
  • Experience supporting FAA Aviation Safety organizations or large-scale aviation data integration initiatives.
  • Working knowledge of RAISE (Rotorcraft ASIAS Integrated Services Environment).
  • Knowledge of FAA cybersecurity, privacy, and data protection requirements.
  • Experience with aviation safety analytics, operational risk analysis, and airline safety data.

Salary at CEXEC is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The salary range for this position is $225,000 to $240,000
