JOB SUMMARY

The Temporary Director, Procurement (Advisor) will provide strategic leadership and operational oversight of MNAA’s public procurement program, ensuring compliant, transparent, and efficient acquisition of goods and services. 

The role will oversee the procurement staff, contract administration activities, and procurement policies, and will serve as a trusted advisor to executive leadership and key stakeholders. The Director/Advisor will support audit readiness, continuous improve


ESSENTIAL JOB RESPONSIBILTIES

  • Provide executive-level guidance to ensure procurement policies and practices align with MNAA governance requirements, public procurement laws, and organizational objectives. 
  • Oversee procurement operations to ensure fair, transparent, and compliant solicitation, evaluation, and award processes. 
  • Ensure consistent application of procurement policies, regulatory compliance, and internal controls to mitigate organizational and audit risk. 
  • Lead and oversee contract lifecycle activities, including the solicitation development, contract execution, interpretation, monitoring, amendments, and closeout. 
  • Strengthen vendor accountability and performance management within a public-sector procurement framework. 
  • Support budget planning and fiscal oversight related to procurement planning, contract expenditures, and public accountability. 
  • Provide leadership, coaching, and guidance to procurement staff to build capability, consistency, and professionalism. 
  • Evaluate and enhance procurement processes to improve efficiency, documentation, and transparency. 
  • Serve as a strategic advisor to executive leadership and cross-functional stakeholders on procurement policy, governance, and compliance matters. 



REQUIRED QUALIFICATIONS 

  • Bachelor’s degree in a related field (e.g., public administration, business, finance, procurement, or law). 
  • 4–7 years of progressively responsible experience in public procurement, purchasing, or contract administration. 
  • Demonstrated experience leading or advising procurement operations in a public-sector or highly regulated environment. 
  • Strong working knowledge of public procurement laws, regulations, and governance requirements at the local, state, and federal levels. 
  • Proven experience managing the full contract lifecycle, including solicitation, negotiation, execution, and administration. 
  • Ability to effectively engage executive leadership, governing boards, legal counsel, and external stakeholders. 
  • Strong financial acumen related to public spending, budget oversight, and fiscal accountability. 
  • Excellent written and verbal communication skills, including the ability to present information to executive leadership and external stakeholders. 
  • Ability to obtain and maintain a Security Identification Display Area (SIDA) badge. 



PREFERRED QUALIFICATIONS 

  • Experience supporting procurement functions within an airport authority, transportation agency, or other public entity. 
  • Familiarity with procurement or financial systems used in public-sector environments. 
  • Experience advising leadership during organizational transitions, audits, or periods of change. 
  • Demonstrated success strengthening procurement governance, policy compliance, and internal controls. 
  • Deep understanding of public-sector decision-making environments and stakeholder dynamics. 



PREFERRED CERTIFICATIONS 

  • Certified Public Procurement Officer (CPPO) 
  • Certified Professional Buyer (CPPB) 
  • Certified Professional in Supply Management (CPSM)
