Reporting to the Deputy Chief Administrative Officer responsible for Municipal Operations, Infrastructure and Planning, the Director of Public Works provides overall leadership, management and operational oversight for the City's Public Works Department. The department includes General Operations (roads, building maintenance, fleet and garage services), Water and Wastewater Services (trucked water and sewer services, utilidor systems and treatment facilities), and Sanitation Services.
The Director is responsible for the day-to-day administration and performance of the department, ensuring essential municipal services are delivered safely, reliably and efficiently. The position oversees departmental planning, staffing, equipment, procurement, maintenance programs and resource allocation to ensure operations align with service standards, regulatory requirements and the City's strategic priorities.

- Seven to ten years of progressive leadership experience in municipal operations, public works, utilities, roads, water and wastewater, fleet management, sanitation, construction, heavy equipment operations, maintenance, or a related operational environment;
- Experience supervising crews, operators, mechanics, contractors, supervisors, forepersons, or superintendents;
- Experience managing service schedules, equipment, procurement, budgets, maintenance programs, contractors, and operational priorities;
- Strong practical knowledge of municipal public works operations, including roads, snow clearing, building maintenance, fleet and garage operations, sanitation, water distribution, wastewater collection, trucked services, utilidor systems, and treatment operations;
- Knowledge of occupational health and safety requirements, hazard identification, safe work practices, incident reporting, emergency response, and risk management;
- Experience with procurement, tendering, contract administration, budget management, and project coordination;
- Strong leadership, communication, organizational, problem-solving, and interpersonal skills;
- Proficiency with Microsoft Office and the ability to learn and utilize operational and asset management software systems;
- Valid Class 5 Driver's Licence required. Class 3 Driver's Licence is preferred and considered a strong asset. A satisfactory Driver's Abstract is required.
Assets include:
- Water and/or wastewater operator certification;
- Public works, roads, winter maintenance, asset management, or sanitation-related certifications;
- Heavy equipment, fleet, garage, mechanical, trades, building maintenance, or facilities maintenance training and experience;
- Experience in northern, remote, Arctic, isolated, or small-community municipal operations;
- The ability to speak and write in Inuktitut and/or French.
