MANAGER, LRT TECHNICAL SERVICES & APPROVALS COORDINATION
OVERVIEW
Reporting to the Director LRT Project Office, the Manager, LRT Technical Services & Approvals Coordination will provide leadership to subordinate staff, in a multi-functional workforce engaged in the implementation of the Hamilton Light Rail Transit (LRT) project. The Manager, LRT Technical Services & Approvals Coordination will collaborate with all divisions across the City on matters related to the permits, licenses and approvals, overseeing document control and project management as well as reviewing technical submissions for the Hamilton LRT project.
The Manager will work closely with the City’s internal multidisciplinary staff, Metrolinx and its designers and contractors during the design, procurement, and construction phases of the Hamilton LRT project. This position will provide functional guidance to staff working on the Hamilton LRT project involving various divisions across the City. This position will work closely with Metrolinx, City staff and senior management to facilitate City’s process improvements to support the delivery of the Hamilton LRT project in a more efficient and timely manner.
Recommend policy and improvement strategies in the delivery of services to meet mandated goals and objectives. Accountable for ensuring that strategic
planning activities, in the areas of rapid transit and transportation demand management are delivered in accordance with City and Provincial guidelines through the effective and efficient use of financial and staff resources. Using a "best practices" approach, develop and deliver quality services in a timely and cost-effective manner. Instil a customer service focus in the Section.
Accountable for ensuring permits, licenses and approvals activities on the Hamilton LRT project are undertaken in accordance with established guidelines through the effective and efficient use of financial and staff resources.
Represent the City of Hamilton on strategic transportation initiatives that may interest the Hamilton LRT project.
Prepare and report on the Section's services, financial, administrative and staff performance against established benchmarks. Implement strategies to improve effectiveness and efficiency. Set above average standards and lead by example. Function as a mentor to subordinate staff.
Possess a demonstrated record of strong leadership and guidance, technical competence, customer focus, innovation/creativity, team advocacy, staff delegation and empowerment, staff development, and being committed to results.
Possess a high level of personal integrity and is an excellent communicator.
PROJECT OVERVIEW
Hamilton LRT is focused on improving access to transit and supporting the continued growth and revitalization of the City. It is the first piece of a broader rapid transit strategy for Hamilton, referred to as the BLAST Network, as well as a priority project in Metrolinx’s Regional Transportation Plan.
In May 2021, a joint funding announcement was made by the provincial and federal governments committing $3.4B to the capital cost of the project, making the Hamilton LRT one of the largest infrastructure investments in the City’s history.
The LRT will connect McMaster University in the west end of Hamilton to Eastgate in the east, with new light rail vehicles running along tracks separated from regular traffic, offering frequent, safe and reliable service. It will also integrate with Hamilton Street Railway (HSR) bus service, and connect with local bike share, and GO bus and rail service.
RESPONSIBILITIES
You will assume responsibility for managing the permits, licenses and approvals, overseeing document control and project management, reviewing technical submissions, City’s annual change tracking framework and betterment process, supervising staff and providing functional guidance to staff working on the Hamilton LRT project involving various divisions across the City for the implementation of the Hamilton LRT project.
The Manager is accountable to the Director, LRT Project Office, and working closely with City’s internal multidisciplinary staff, Metrolinx and its designers and contractors for ensuring the Hamilton LRT project is delivered in accordance with City and provincial standards in the most effective and efficient manner consistent with the City of Hamilton Mission and Vision.
GENERAL DUTIES (INCLUDING, BUT NOT LIMITED TO)
Provides leadership, direction, and supervision to technical and support staff within the within the Section, fostering innovation, accountability, teamwork, and professional development. Promotes teamwork and integration between internal and external parties participating in cross functional and cross program initiatives.
Monitors the progress of comprehensive, interdependent Technical Services & Approvals section initiatives by ensuring service and quality are in compliance with legislative requirements and consistent with the City of Hamilton Mission and Vision.
Oversees the permits, licenses and approvals for Hamilton LRT Project, ensures all permits, licenses and approvals are granted as per the City’s commitments and providing regular status reports to the project partners.
Assists team in reviewing technical submissions related to the permits, licenses and approvals including Design Submittals, Traffic Control Plan, Transit and Traffic Management Plan, Construction Document, Commissioning Documents etc.
Oversees document controls and project management activities for Hamilton LRT Project to ensure the LRT Project Office remains in compliance with applicable standards, agreements and legislative requirements.
Collaborate with Manager, Design-LRT and multidisciplinary City staff in technical meetings with designers and contractors and reviews technical submissions as required.
Leads the City’s annual change tracking framework and betterment process for Hamilton LRT Project.
Collaborates with all divisions across City on matters related to the Hamilton LRT project and provides functional guidance to multidisciplinary staff working in different service areas.
Oversees the commissioning process for the City’s infrastructure related to the Hamilton LRT Project. This includes liaising with various subject matter experts during interim and final inspections.
Facilitates coordination of internal and external third-party projects with the Hamilton LRT Project.
Provides input into the development of legal agreements including, but not limited to, real estate license agreements, as required.
Assist the Director and project partners in coordinating and preparing materials for internal and external senior management meetings.
Provides timely resolution of issues and escalates matters to senior management where required for resolution.
Assists team in coordination of development applications.
Promotes project management best practices.
Defines the project scope and plans the strategy to champion the project from inception to implementation.
Provides professional advice and recommendations to City Council, Corporate staff, members of the public and applicable stakeholders.
Identifies project risks and develops strategies to minimize potential impacts.
Monitors and benchmarks best practices on a continuous basis to support Hamilton LRT Project delivery. .
Leads project technical negotiations; liaises with all partners and stakeholders to ensure that the project momentum is maintained.
Spearheads regular team meetings to communicate project status; facilitates communication between all team members and leads the team to resolution on open issues.
Manages project funding, monitors budget and maintains schedule with the ultimate goal of delivering within budget scope.
Reviews and provides advice on all City policies and plans that may have an impact on the delivery of the Hamilton LRT project.
Prepares or reviews, as required, technical reports arising out of this area of responsibility for presentation to various committees of the City.
Promotes, organizes, attends and monitors public engagement programs as required.
Participates as a department lead and/or representative on various corporate committees/teams as required.
Participates and regularly acts as a spokesperson in discussions/presentations on Hamilton LRT project-related matters to the Planning & Economic Development Department, Council, agencies, the development community, public and the media. Attends various Committee/Council and public meetings as required. Attends hearings or inquiries as an expert witness when required.
Liaises with the MOE, NEC, Conservation Authorities, MTO, Metrolinx and other agencies, regarding strategic planning strategies as required.
Organizes and manages the Section’s current budget including consultant assignments.
Results oriented and persistent in ensuring objectives are accomplished.
Performs other duties as assigned which are directly related to the responsibilities of the position.
Ensures that employees are provided with and use the appropriate equipment, material and/or procedures required to perform the assigned duties. Ensures that all employees perform work in accordance with applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures. Ensures that appropriate action is recommended for those employees who do not work in compliance with legislation, policies and procedures.
Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
QUALIFICATIONS
- Degree in Civil or Transportation Engineering with demonstrated proven knowledge of the practices and theories of civil or transportation engineering, or transportation planning or an equivalent combination of education and relevant work experience. A university degree in Engineering is preferred.
- Registration as a Professional Engineer in the Province of Ontario is preferred. Project Management Professional (PMP) certification is an asset.
- Experience with large complex projects, LRT projects and knowledge of the Alternate Finance Procurement (AFP) model is an asset.
- Proven ability to work with a team of management professionals from cross disciplines directing management studies and key public / stakeholders meetings and workshops.
- Knowledge of the Transit Project Assessment Process (TPAP), Municipal Environmental Assessment Act and familiarity with various other municipal, provincial and federal acts, policies, and guidelines as they pertain to road-related projects.
- Knowledge of the municipal’s permitting and approvals process involving construction projects.
- Proven management experience gained through progressively more responsible positions preferably in a municipal environment.
- Experience in the development of capital budgets including planning, scheduling, prioritizing, monitoring and costing of projects.
- Experience in the development and management of operating budgets.
- Significant experience in the preparation of documents and technical reports and previous experience preparing reports to Council an asset.
- Extensive knowledge of engineering theories, practices and trends to manage large contracts and projects, including reviewing, approving and implementing work plans and project budgets.
- Highly developed ability to articulate a vision to lead and inspire others.
- Highly effective leadership, facilitation, communication, presentation, interpersonal and organizational skills.
- Demonstrated ability to effectively manage a large multi-disciplinary staff in a results oriented environment and in a predominantly unionized environment.
- Previous experience managing strategic programs.
- Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public.
- Thorough knowledge and understanding of statutes, regulations and by-laws affecting the department/section.
- Knowledge of collective bargaining process.
- Working knowledge of computer software applications.
- Demonstrated knowledge of the Health and Safety Act and applicable regulations as it relates to the position.
- Possess a valid Class “G” Driver’s Licence as well as provision of a car by individual for use on the job.

HOURS:
35 per week
