W/WW UTILITIES TECHNICIAN I

GENERAL FUNCTIONS

Primarily performs maintenance of water distribution and wastewater collection systems. Assists with maintenance of other City facilities, public buildings and parks.

 

JOB FUNCTIONS AND MAJOR ACTIVITIES

  1. Performs maintenance of City facilities relating to water distribution and wastewater collection systems.
  2. Assists with the maintenance and repairs of City buildings and physical plants as assigned.
  3. Assists with monthly water meter readings and transmitting records to Finance Department for billing. Responsible for this function in the absence of Meter Technician. May also be required to assist the Finance Department in monthly billing process in the absence of Meter Technician.
  4. Assists Meter Technician with the maintenance of all residential and commercial water meters in the City's water system.
  5. Performs preventative maintenance inspections on a routine basis and performs maintenance record keeping.
  6. Performs major maintenance projects and repairs.
  7. May occasionally be required to assist roadway and excavation crews, and operate light equipment.
  8. Performs other duties as directed by supervisor.

Entry-level position. One year experience in mechanical and structural repairs and working knowledge in light equipment operations. Maintenance background desired. Working knowledge of computers required and ability to maintain records. Ability to communicate effectively with the public required. Desirable to have experience in Backflow Prevention. High school diploma or GED required.

 

DECISION MAKING RESPONSIBILITIES

Direction is given daily of a specific nature. Responsible for operation of expensive equipment. Responsible for maintenance inspection of water distribution and wastewater collection system. Must be able to make valid judgment about condition of equipment. Individual judgment is particularly important in situations where dangerous conditions are involved. Moderate source of potential liability to the City. Minor budget authority at unit level.

 

SUPERVISORY AUTHORITY

None.

 

EXTERNAL VISIBILITY/CONTACT

High contact with the public. Moderate contact with key service personnel. Infrequent contact with key city personnel, government officials and attendance at public meetings.

 

WORKING CONDITIONS

High frequency of exposure to adverse weather conditions such as extreme cold, snow and ice. High frequency of exposure

W/WW UTILITIES TECHNICIAN II

GENERAL FUNCTIONS

Primarily performs maintenance of water distribution and wastewater collection systems. Assists with maintenance of other City facilities, public buildings and parks.

 

JOB FUNCTIONS AND MAJOR ACTIVITIES

  1. Performs maintenance of City facilities relating to water distribution and wastewater collection systems.
  2. Assists with the maintenance and repair of City buildings and physical plants as assigned.
  3. Performs preventative maintenance inspections on a routine basis and performs maintenance record keeping.
  4. Assists with monthly water meter readings and transmitting records to Finance Department. Assists Finance Department with monthly billing process as needed. Responsible for this function in the absence of Meter Technician.
  5. Assists Meter Technician with maintenance of all residential and commercial water meters in the City's water system.
  6. Performs major maintenance projects and repairs.
  7. May occasionally be required to assist roadway and excavation crews, and operate light equipment.

SKILLS, KNOWLEDGE AND ABILITIES

Two years' experience in mechanical and structural repairs and working knowledge in light equipment operations. Maintenance background desired. Must obtain ADEC Provisional Certificate for Water Distribution and Wastewater Collection within 12 months of hire and Level I Certification within 12 months of receiving Provisional Certificate. Working knowledge of computers required and ability to maintain records. Ability to communicate effectively with the public required. Desirable to have experience in Backflow Prevention. High school diploma or GED required.

 

DECISION MAKING RESPONSIBILITIES

Direction is given daily of a general nature by immediate supervisor. Responsible for developing unit procedures. Individual judgment is particularly important in situations where dangerous conditions are involved such as working in right-of-way where traffic and pedestrians are present and working in confined space situations. Responsible for operation and maintenance of expensive road, water and wastewater equipment. Moderate budget/ expenditure authority at unit level. Activities are a major source of potential liability to the City.

 

SUPERVISORY AUTHORITY

Has supervisory authority over assigned personnel in the absence of Lead W/WW Utilities Tech, as designated by W/WW Superintendent or PW Director.

 

EXTERNAL VISIBILITY/CONTACT

High frequency of contact with the general public in dealing with complaints and utility issues and key service personnel in the purchase of parts and supplies. Moderate contact with key City employees. Infrequent contact with government officials and attendance at public meetings. Tact and courtesy is required in dealing with the public.

 

WORKING CONDITIONS

High frequency of exposure to adverse weather conditions such as extreme cold, snow and ice. High frequency of exposure to extremely hazardous conditions such as working in confined spaces, working in deep ditches, and use of steam boilers. Work includes heavy physical effort in lifting or moving equipment and in working in awkward positions with tools or equipment. On call duty and overtime may be required.

 

This position is subject to the Commercial Driver's License Drug and Alcohol Testing Policy.

 

 

W/WW UTILITIES TECHNICIAN III

GENERAL FUNCTIONS

Responsible for maintenance and repair of the water distribution and wastewater collection systems.

 

JOB FUNCTIONS AND MAJOR ACTIVITIES

  1. Performs maintenance and repair to City's water distribution system including pipes, valves, hydrants, pressure reducing stations, storage tanks and maintenance and repair to City's wastewater collection system including pipes, manholes, clean outs, lift and dump stations.
  2. Responsible for preventive maintenance inspections on a routine basis and maintenance record keeping.
  3. Performs major maintenance projects and normal and emergency repairs.
  4. Operate sewer vactor truck and other sewer cleaning equipment.
  5. Assisting Lead Utility Tech with inventory control.
  6. Responsible for reviewing requisitions, ordering of parts and equipment, in the absence of the Lead Utility Tech
  7. Assists with monthly water meter readings and transmitting records to Finance Department. Assists Finance Department with monthly billing process as needed in the absence of Meter Technician.
  8. Occasionally be required to oversee excavation crew and utility crew during water/sewer main installation and repair.
  9. Assists the Lead Utility Tech in the review of plans and specifications of capital projects associated with the water distribution and wastewater collection systems.
  10. Performs other related duties as directed by the Superintendent or Lead Utility Tech.

 

SKILLS, KNOWLEDGE AND ABILITIES

Five years of experience and extensive knowledge of maintenance of water distribution, pressure reducing stations and wastewater collection systems. Desirable to have Backflow Prevention certification. Must possess current State of Alaska Certification Level I in Water Distribution and Wastewater Collection and obtain Level II Certification within 24 months. Must have ability to maintain accurate records. Working knowledge of operation of excavator and backhoe is required. High school diploma or GED. Valid Class B CDL with Tanker Endorsement required.

 

DECISION MAKING RESPONSIBILITIES

Direction is given daily of a general nature by Superintendent or Lead Utility Tech. Individual judgment is particularly important in situations where dangerous conditions are involved such as working in right-of-way where traffic and pedestrians are present and working in confined spaces. Responsible for operation and maintenance of expensive water and wastewater equipment. Assists in developing division procedures. Moderate budget/ expenditure authority at unit level. Activities are a high source of potential liability to the City.

 

SUPERVISORY AUTHORITY

Has supervisory authority over W/WW Utilities Technician I, II's and other personnel as assigned in the absence of the Lead Utility Tech.

 

EXTERNAL VISIBILITY/CONTACT

Moderate contact with key City employees. High frequency of contact with the public where occasional complaints may require tactful and courteous communication. Moderate contact with key service personnel in purchase of parts and supplies. Low frequency of contact with government officials.

 

WORKING CONDITIONS

High frequency of exposure to biological hazards. High frequency of exposure to adverse weather conditions such as extreme cold, snow and ice. High frequency of exposure to extremely hazardous conditions such as working in confined spaces, working in deep ditches, and use of steam boilers. Work includes heavy physical effort in lifting or moving equipment up to 50 pounds and in working in awkward positions with tools or equipment. On call duty and overtime required.
