JOB SUMMARY



This position participates in meter reading and grounds maintenance functions.

 

MAJOR DUTIES



  1. Reads water meters and performs related functions; enters meter information into handheld computer.
  2. Connects and disconnects water service at the meter.
  3. Check meters for high readings or over-reads.
  4. Removes and replaces meters and checks meters for leaks.
  5. Performs maintenance functions around meter locations, including mowing and edging of facility grounds, raking leaves and other plant and tree debris, and cleaning and removing litter from landscaped areas.
  6. Performs routine maintenance on various hand or power tools, including lubricating, changing oil, and sharpening blades.
  7. Performs weekly inspections on their assigned vehicle, including checking fluids and tire pressure and reporting any mechanical issues.
  8. Vehicles must be kept clean. No smoking is permitted in the vehicle.
  9. Must be able to self-manage and work independently.
  10. Be a team player.
  11. Performs on-call duties as assigned.
  12. Performs all other duties as assigned.



KNOWLEDGE REQUIRED BY THE POSITION



  1. Knowledge of computers and job-related software programs.
  2. Knowledge of related policies, procedures, codes, ordinances, and operating standards.
  3. Knowledge of water meter operations.
  4. Knowledge of utility billing processes.
  5. Knowledge of basic plumbing technology.
  6. Knowledge of basic business arithmetic.
  7. Knowledge of the basic principles of landscape maintenance, watering, pruning, and fertilizing.
  8. Knowledge of safe work practices.
  9. Knowledge of and use of safe driving habits.
  10. Skill in the use of a variety of ground maintenance equipment and hand tools.
  11. Skill in maintaining and performing routine repairs on all assigned equipment.
  12. Skill in oral and written communication.



SUPERVISORY CONTROLS

The Meter Reader position reports directly to the Finance Director and/or the Assistant Finance Director.

The Utility Billing Specialist assigns work according to general instructions and spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

Guidelines include City and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

 

COMPLEXITY/SCOPE OF WORK



  • The work consists of related meter readings and ground maintenance duties. Inclement weather and field conditions contribute to the position's complexity.
  • The purpose of this position is to participate in accurate meter readings and ground maintenance operations. Success in this position contributes to accurate meter data, correct customer billing, and well-maintained grounds.
  • As a municipal organization, the City of St. Marys is an emergency provider of services. Some emergency situations, including weather-related emergencies, may necessitate City of St. Mary employees assisting in areas of work that may not be directly related to the employee's specific job function but are within the employee's physical capabilities, training, and skills.

PHYSICAL DEMANDS/ WORK ENVIRONMENT



  • The work is typically performed while standing, walking, bending, crouching, or stooping. The employee occasionally lifts light objects and uses tools or equipment requiring a high degree of dexterity.
  • Work is typically performed outdoors, occasionally in cold and/or inclement weather. The employee is exposed to dirt, dust, and grease.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY



None.

 

MINIMUM QUALIFICATIONS



  • High school diploma or equivalent required; and
  • Less than one year of related experience required; or
  • Any equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities to perform the work.
  • Possession of a valid state driver’s license issued for the type of vehicle or equipment operated.
