Position Description
Grade 12
Summary of Position
Plans, directs, and oversees the City's financial operations and Finance Department. Serves as the principal financial advisor to the City Manager and is responsible for municipal accounting, budgeting, financial reporting, payroll, accounts payable/receivable, cash and investment management, fixed assets, debt, audit coordination, utility and improvement district billing, internal controls, and financial forecasting. Ensures compliance with applicable laws, City policies, GAAP, and GASB standards.
Organizational Relationships:
1. Reports to: City Manager 2. Directs: Finance Department employees 3. Other: Supports Mayor, City Council, City staff, auditors, agencies, financial institutions, and the public.
Essential Duties:
• Advises the City Manager and City Council regarding the City's financial condition, fiscal policies, financial risks, forecasts, and long-range planning.
• Directs Finance Department operations and staff; establishes procedures, work priorities, internal controls, and standards of performance.
• Maintains the City's accounting system, general ledger, reconciliations, and financial records in accordance with GAAP, GASB, applicable laws, and City policies.
• Coordinates preparation and administration of the annual operating and capital budget; monitors revenues and expenditures and recommends adjustments.
• Oversees payroll, accounts payable/receivable, purchasing-related financial controls, cash receipts/disbursements, banking, investments, fixed assets, debt, utility billing, and improvement district billing.
• Coordinates the annual independent audit and other financial/compliance audits; prepares or oversees schedules, documentation, responses, and corrective actions.
• Prepares and presents financial statements, revenue/expenditure reports, check registers, forecasts, analyses, and other reports to management and City Council.
• Develops and maintains financial policies, procedures, and internal controls to safeguard public assets, promote accountability, and reduce financial risk.
• Monitors governmental accounting standards and federal/state requirements affecting municipal finance and implements necessary changes.
• Provides financial assistance to City departments; works with auditors, financial institutions, consultants, agencies, vendors, employees, and the public; performs other duties as assigned.
Job Knowledge, Skills, and Abilities:
• Thorough knowledge of municipal finance, governmental accounting, budgeting, auditing, financial reporting, cash/investment management, debt administration, internal controls, GAAP, and GASB standards.
• Ability to analyze complex fiscal records, prepare accurate financial statements and forecasts, administer budgets, identify financial risks, and meet statutory, audit, payroll, budget, and reporting deadlines.
• Ability to communicate complex financial information clearly to elected officials, management, employees, auditors, agencies, and the public and to exercise sound independent judgment and confidentiality.
• Knowledge of supervision and public administration; skill with financial management systems, spreadsheets, and related technology.
Minimum Qualifications:
Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, or Public Administration with a minimum of four (4) years of progressively responsible professional experience in governmental or public sector fiscal management, including accounting, budgeting, financial reporting, auditing, and financial controls. Experience must include supervisory or management responsibilities.
A combination of education, training, and governmental or public-sector financial management experience totaling 10 years may be considered.
