WHAT WE ARE LOOKING FOR

We are seeking a highly motivated and detail-oriented Junior Buyer / Public Procurement Specialist to join our Procurement Office within an international Contracting Authority environment.

The successful candidate will contribute to the management of procurement activities supporting research and institutional operations, working in close collaboration with researchers, administrative departments, and external stakeholders. The role requires strong organizational and interpersonal skills, a proactive approach, and the ability to manage multiple priorities in a dynamic and multidisciplinary environment.

The selected candidate will support the implementation of public procurement procedures, supplier relationship management, and contract administration activities, ensuring full compliance with applicable public procurement legislation, internal regulations, and institutional policies.

 ROLE

The Junior Buyer / Public Procurement Specialist reports to the Head of the Public Procurement Office and contributes to the effective management of procurement and purchasing activities, ensuring compliance with applicable public procurement legislation, internal procedures, and institutional policies.



RESPONSIBILITIES

The Junior Buyer / Public Procurement Specialist, within the Public Procurement Office, will be responsible for:
  • Analysing purchase requests submitted by internal stakeholders;
  • supporting the RUP (Project Manager / Sole Project Responsible Officer) throughout the procurement planning process;
  • identifying the most appropriate procurement procedures in compliance with applicable public procurement legislation and internal regulations;
  • identifying and selecting economic operators through Consip tools (MEPA, Framework Agreements, Conventions), other e-procurement platforms, and market analysis activities, in accordance with applicable regulatory thresholds;
  • managing activities related to the e-procurement lifecycle, including the use of digital procurement procedures and platforms (e.g. request of Tender Identification Codes – CIG, management and updating of ANAC records, etc.);
  • verifying contractors’ general eligibility requirements, including social security compliance and absence of exclusion grounds, through dedicated databases and information systems (FVOE, INPS, Criminal Records Register, etc.);
  • drafting direct award decisions and related supporting documentation pursuant to Article 50 of Legislative Decree no. 36/2023;
  • managing purchase orders through digital procurement platforms (PAD / Consip “acquistinretepa.it”), including communication with suppliers and monitoring of delivery and contract execution timelines;
  • conducting legal and regulatory analysis related to public procurement matters, while ensuring continuous monitoring of legislative and regulatory developments.

REQUIREMENTS

The ideal candidate should possess the following qualifications and competencies:
  • Degree in Law, Economics, Political Science, Public Administration, or related fields;
  • at least 3 years of professional experience within procurement or purchasing offices of Contracting Authorities or public sector organizations;
  • proven experience in the management of e-procurement processes, digital procurement procedures, and related platforms;
  • sound knowledge of Public Procurement Law and ANAC regulations;
  • knowledge of anti-corruption and transparency legislation, including experience in compliance-related activities;
  • good understanding of public and private contracting procedures and practices;
  • proficiency in Microsoft Office applications, including Word, Excel, Internet tools, and database software, with the ability to quickly adapt to new digital systems and applications used by CMCC (e.g. SAP ERP systems);
  • strong interpersonal and teamwork skills, with a collaborative attitude, empathy, and a positive approach to work;
  • high level of reliability, flexibility, and organizational skills;
  • very good command of the English language, both written and spoken;
  • strong attention to detail, accuracy, and analytical skills.


DURATION, COMPENSATION & BENEFITS
 
  • Please note that this position will be advertised both internally and externally.
  • The selected candidate will be based at the CMCC office in Lecce.
  • The appointment will initially be for a period of 12 months, starting in September 2026, with a gross annual salary ranging from EUR 30,000 to EUR 34,000, depending on qualifications and experience.
  • The position includes a welfare package for contracts of at least 12 months, flexible working arrangements in accordance with internal policies, and support throughout the immigration process, if required.

Belonging to legally protected categories (ex L. 68/99) will constitute a preferential condition.
Some fiscal benefits could be applied for repatriated workers or foreign researchers/professors, having the requirements defined by Dlgs 147/2015 (for repatriates) or Dl 78/2010 (for foreigners).
