About Your Role
The Contract Administrator IV – IT Purchasing Specialist supports the Bond Program by planning, administering, and managing a wide range of IT procurement activities. Working under the Director of Contracts, this role provides strategic purchasing recommendations, oversees procurement processes from solicitation through contract execution, and ensures compliance with applicable laws, District policies, and procurement regulations.
The successful candidate will collaborate with project management teams, technology stakeholders, vendors, and public agencies to procure software, hardware, and IT services while maximizing purchasing efficiencies and ensuring timely contract administration. This position also monitors procurement activities, prepares reports, supports Board approval processes, and helps optimize IT purchasing strategies throughout the Bond Program.
Education Requirements
- Bachelor's degree in Business Administration, Public Administration, Information Technology, Supply Chain Management, or a related field.
- Candidates without a bachelor's degree may substitute four (4) additional years of qualifying professional experience.
What You'll Need to Get the Job Done
- Ten (10) or more years of professional experience in procurement, contract administration, purchasing, or a related field, with significant experience supporting IT procurements.
- Experience administering procurement processes from solicitation development through contract execution.
- Knowledge of software licensing models, including SaaS, subscription-based, and perpetual licensing, as well as IT hardware procurement.
- Experience negotiating pricing, contract terms, and conditions for IT goods and services.
- Proficiency with Microsoft Excel, Word, Access, SAP, and Adobe Acrobat.
- Ability to prioritize multiple concurrent procurement activities while exercising sound judgment and discretion.
- Excellent written and verbal communication skills with the ability to effectively collaborate across multiple stakeholder groups.
- Demonstrated professionalism, integrity, responsiveness, and commitment to customer service.
- Ability to work successfully in a fast-paced, deadline-driven environment.
Preferred Qualifications
- Experience with procurement subject to California Public Contract Code requirements.
- Experience using electronic bidding platforms, particularly PlanetBids.
- Knowledge of California Higher Education Code and California Community College procurement requirements.
- Experience supporting public agency or educational institution procurement programs.
What You'll Do
- Plan and coordinate a variety of IT purchasing activities supporting Bond Program initiatives.
- Develop strategic recommendations for IT procurement solutions and purchasing best practices.
- Administer the complete procurement lifecycle, including preparation of solicitation documents, bid administration, contract evaluation, Board approval coordination, and contract execution.
- Ensure procurement activities comply with applicable legal requirements, District policies, and established procurement procedures.
- Coordinate procurement efforts with project managers, technical staff, consultants, and other stakeholders to support project delivery.
- Support project management teams by obtaining quotations, conducting contract compliance reviews, securing required approvals, and issuing purchase orders.
- Monitor procurement schedules, purchase orders, contracts, solicitations, and overall purchasing status while providing regular reporting.
- Utilize the District's ERP system (SAP), Project Management Information System (Proliance/Trimble Unity Construct), and internal database systems to administer procurement activities.
- Coordinate with the Foundation for California Community Colleges (FCCC), Department of General Services (DGS), cooperative purchasing organizations, and other public agencies to maximize the use of existing cooperative contracts for IT purchases.
- Manage multiple concurrent procurement processes while maintaining accuracy, compliance, and project schedules.
- Prepare procurement documentation, reports, correspondence, and contract records.
- Collaborate with internal departments and external vendors to resolve procurement issues and facilitate timely contract execution.
- Perform additional contract administration and procurement support duties as assigned by the Director of Contracts.

Salary
- $139,000.00 – $147,000.00 annually
Bonus Opportunity
