The Health and Safety Manager (“HS Manager”) leads a team that supports the continuous improvement of the companies’ culture. This dedicated leader will provide a mix of tactical and strategic level Safety leadership to the SGC team and effectively implement safety -based programs. This role will participate in the development of Safety policies and best practices, and provide services supporting all SGC stakeholders. This role will also ensure compliance with our Colas West internal Health and Safety programs and how it relates to the Occupational Health and Safety Act (OHSA), Environmental Protection Act (EPA), policies, codes and legislation, and anticipates changes to ensure the company is at the leading edge in its outlook towards Safety. The ideal candidate for this role has experience working between field staff and senior management team, while building strong and trusting relationships.
Responsibilities

- →Oversee the resourcing and optimization of qualified personnel and develops and implement thecompany safety management plan
- →Lead and support internal and external committees
- →Conduct inspections to ensure compliance with government and other agency regulatory requirements
- →Complete all documentation and company reporting as required
- →Act as a resource and subject matter expert to our field staff regarding safety concerns and issues
- →Assist with WCB claims and modified work programs
- →Working with Colas Western Canada (CWCI) legal team to support insurance claims and tracking financial impacts
- →Oversee and complete incident reports and assist with investigations while ensuring the proper follow-up, communication, tracking and implementation of corrective actions
- →Provide support and guidance to a team of safety coordinator(s) and a safety administrator
- →Provide monthly performance reports with transparency and assurance of trends and concerns to the senior management team
- →Assist in pre-employment D&A testing
- →Ensures compliance with legislation, policies, and best practices and reporting via Colas Canada reporting systems
- →Oversee the development of in-house training such as Confined Space, Transportation of Dangerous Goods (TDG), Orientation, WHMIS, etc
- →Responsible for conducting safety orientations (for employees and sub-contractors)
- →Monitors employees and subcontractors on site to ensure compliance with safety procedures, regulatory requirements, and management system elements
- →Leads and maintains COR compliance status for SGC
- →Interfaces with Colas Western Canada (CWCI) safety team to share and implement best practices across CWCIs
- →Provides coaching and support on safety and environmental requirements to project managers, supervisors, foremen and workers
Requirements
~1 min read- University or College Degree, Diploma or Certificate in Occupational Health and Safety or a valid combination of education and experience.
- Valid Class 5 Driver’s License
- CRSP, CHSC or other designation, or in the process of obtaining is an asset
- Certified peer health and safety auditor designation is an asset
- 10+ years of progressive experience in Safety roles or operations-based experience with Safety focus in the construction industry
- Experience in construction sites and supervisory experience in a construction project-based environment is required
- Working in road construction and/or underground utilities is an asset
- Knowledge of COR requirements, driver training programs, transportation sector
- Ability to influence others to follow safety practices, procedures, and regulations
- Exceptional interpersonal abilities and solid communication skills are necessary

- Ability to act quickly and meet deadlines under pressure
- Solid organizational, time management and planning skills with ability to delegate or escalate to management when required
- Self-directed, ability to take initiative, and perform as part of a team. Must be a team leader who leads by example.

- A portion of the work requires driving to various job sites, which may include sitting for extended periods of time, maintaining unhindered focus on the road and driving in all types of conditions and weather
- Must comply with all driving laws and company vehicle use policies
- Could be exposed to dust, dirt, or asphalt
- Use of personal protection equipment is required
- Use of sunscreen, long sleeves, and appropriate headgear when working outdoors
- Must comply with all company policies
- Must comply with the company’s drug and alcohol policy, including testing requirements
