The Opportunity
Reporting to the Program Manager, Test & Validate, the Program Analyst provides integrated analytical and decision support across a complex portfolio of programs. Working closely with the Manager and stakeholder partners, the role combines business analysis and program coordination developing executive briefs, decision decks and governance artifacts, while ensuring accurate data, structured insights, and alignment with program scope, milestones, and funding requirements. The role plays a critical function in monitoring performance, identifying risks and variances, and strengthening overall program communication, visibility and control.
What You'll Do:
The Program Analyst translates complex technical, financial, and operational information into clear, decision ready reporting for a range of stakeholders and COVE senior leadership. Through the development of dashboards, reports, and analytical tools, the role enhances governance discipline and supports forecasting and performance measurement, while improving transparency across the program. By coordinating inputs from multiple stakeholders and maintaining strong working relationships, the Program Analyst helps support timely, informed decision making ensure successful execution of objectives.
- Support the COVE Program team and partners through program coordination, business analysis, and decision support activities across a complex portfolio of programs.
- Develop executive briefs, decision decks, governance materials, reports, dashboards, and analytical products to support program visibility and informed decision making.
- Monitor program performance, milestones, budgets, risks, and variances to support effective program oversight and delivery.
- Translate complex technical, financial, and operational information into clear, decision ready products for stakeholder partners and senior leadership stakeholders.
- Coordinate inputs and information across multiple stakeholders to ensure alignment of schedules, reporting, funding requirements, and program objectives.
- Support forecasting, performance measurement, governance processes, and continuous improvement initiatives across the program portfolio.
- Maintain accurate program documentation, records, and reporting materials, including support for sensitive or commercially classified information handling where required.
What You Bring:
- Post-secondary education (Bachelor’s, degree in Political Science, International Relations, Public Policy, Business, Economics, or Engineering), or a related discipline.
- 3-5 years’ experience in a similar role.
- Strong analytical and research skills with the ability to synthesize technical, financial, operational, and program information into clear, actionable insights and decision support products.
- Excellent written and verbal communication skills, including the ability to prepare executive briefs, reports, presentations, dashboards, and governance materials for diverse audiences.
- Experience developing and maintaining complex dashboard, reports, and analysis that span financial, programmatic, and subject matter area domains.
- Demonstrated ability to work collaboratively across multidisciplinary teams and coordinate inputs from multiple stakeholders within a complex program environment.
- Strong organizational, problem solving, presentation, and facilitation skills, with the ability to manage competing priorities and support effective program delivery.
- Experience supporting business cases, forecasting, budgeting, cost tracking, performance measurement, or program reporting activities within project or program environments.
- Strong digital skills, proficiency with Microsoft Office Suite, specifically Word, Excel and PowerPoint and strong technical skills with the ability to learn new processes and systems quickly.
- Eligibility to obtain and maintain a Government of Canada security clearance is required.
Additional Assets:
- Experience working with the military or related defence and security organizations ie, Defence Research and Development Canada (DRDC), the Canadian Armed Forces or related defence organizations.
- Knowledge of dual use innovation and technologies or maritime security and surveillance programs.
- Direct experience working in the marine technology or marine sector.
- Understanding of the Canadian defence and innovation sectors and related stakeholders.
- Experience handling controlled or classified information.
