\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nThe�State of Connecticut,�Department of Agriculture (DoAg)�is seeking an�Agriculture Assistant Bureau Director�to join their team within the Bureau\r\n\r\n�of�Agricultural�Development and Resource Conservation.�\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\n\r\n\r\n\r\n\r\n\r\n Full-Time (40 Hours)\r\n First Shift�\r\n Monday-Friday\r\n Hybrid position (telework and office/on-site)\r\n Location: 450 Columbus Blvd, Hartford\r\n\r\n\r\n\r\nWHAT WE CAN OFFER YOU\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n Visit our�new�State Employee Benefits Overview�page\r\n \r\n Professional growth and development opportunities\r\n \r\n A healthy�work/life balance�to all employees!\r\n \r\n \r\n \r\n THE ROLE\r\n \r\n \r\n The�Agriculture Assistant Bureau Director�position is�accountable for independently performing a full range of management tasks to oversee staff who develop, evaluate, and provide continuity of programs that positively impact Connecticut farmers and agribusiness viability.�\r\n Duties include, but are not limited to:\r\n \r\n \r\n \r\n Operational Leadership & Program Oversight: Support and collaborate with the Bureau Director on bureau operations; plan, implement, and monitor bureau programs to ensure alignment with statutory mandates, bureau mission, and agency strategy\r\n Budget & Grants Administration: Manage staff to oversee the development and execution of annual grant program budgets; manage grant lifecycles (solicitation, evaluation, award, compliance, closeout); maintain audit-ready documentation\r\n Performance Management & Reporting: Establish KPIs; monitor outcomes; prepare reports to leadership, CT General Assembly, stakeholders, and funding entities; maintain data quality\r\n Staff Supervision & Talent Development: Currently, 15 staff reside within the Bureau. Within the Agricultural Development unit, supervise eight (8) staff; identify and assign priorities in cooperation with the Bureau Director; coach; conduct annual evaluations; support professional development, and programmatic succession planning\r\n Compliance & Risk Management: Ensure adherence to state procurement rules, grant terms, and applicable statutes; mitigate operational, financial, and compliance risk\r\n Continuous Improvement: Streamline processes and timelines; champion technology-enabled workflows; improve customer service and program accessibility\r\n \r\n \r\n \r\n \r\n \r\n ABOUT US\r\n \r\n The Connecticut Department of Agriculture, Bureau of Agricultural Development and Resource Conservation's mission is to promote production, consumption, and usage of CT Grown farm products and to preserve and improve CT farmland and farmland soils through programs and services which enable CT agribusinesses to thrive. The Bureau's vision is to cultivate and support a sustainable, equitable food system that increases market access for farmers and food sovereignty for the benefit of all. The Bureau of Agricultural Development & Resource Conservation supports Connecticut’s agricultural economy through grant administration, technical assistance, and farmland preservation. The Bureau oversees programs such as agricultural grants and cost-share initiatives, the state’s Farmland Preservation Program, and market-access programs such as the Local Food Procurement Program and Farmers’ Market Nutrition Program, among others. The Bureau’s annual budget can range from $30 - $100 million annually through a combination of state appropriations, federal grants, and interagency partnerships.\r\n \r\n \r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Agriculture this class is accountable for assisting in the direction of a Bureau or a major program(s) within the Office of the Commissioner.\r\n
EXAMPLES OF DUTIES
\r\n Assists\r\n in directing the staff and operations of a Bureau;\r\n Assists\r\n in coordinating, planning and managing Bureau activities;\r\n Assists\r\n in preparation of proposed legislation and regulations;\r\n Interprets\r\n and administers pertinent laws;\r\n Evaluates\r\n staff;\r\n Assists\r\n in preparation of Bureau budget;\r\n Maintains\r\n contacts with individuals within and outside of division who might impact on\r\n program activities;\r\n Supervises\r\n registration and certification activities of a �Bureau;\r\n Assists\r\n in preparation of proposed legislation and regulations;\r\n Speaks before lay and\r\n professional groups regarding department policy;\r\n Prepares correspondence and\r\n reports;\r\n Leads the recruitment and\r\n hiring of staff, including outreach, interview and selection;\r\n Performs\r\n related duties as required.\r\n \r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Considerable\r\n knowledge of relevant state and federal laws, statutes and regulations;\r\n Knowledge of\r\n \r\n and\r\n ability to apply management principles and practices;\r\n relevant\r\n federal and state programs;\r\n technology\r\n and research pertaining to the Bureau;\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;\r\n oral\r\n and written communications skills.\r\n \r\n \r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
\r\n Eight (8) years of\r\n experience in one or any combination of the following:\r\n \r\n enforcement\r\n of agriculture laws and regulations;\r\n control\r\n of disease which affects the public or agriculture industry;\r\n promotion\r\n of agricultural products;\r\n administration\r\n of state and/or federal laws and regulations;\r\n a combination of fiscal and/or administrative\r\n functions (e.g. budget management, grants administration, personnel).\r\n \r\n \r\n \r\n\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been\r\nin a lead or supervisory/administrative capacity.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n College training may be substituted for the General Experience on\r\n the basis of fifteen (15) semester hours equalling one-half (1/2) year of\r\n experience to a maximum of four years for a Bachelor's degree.\r\n A Master's\r\n degree in a closely related field may be substituted for one (1) additional\r\n year of the General Experience.\r\n \r\n\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience managing teams including strategic planning, identifying priorities, conducting performance evaluations, counseling or organization improvement initiatives\r\n Experience developing or improving policies, procedures, or workflows using data-driven decision-making\r\n Experience collaborating with internal and external stakeholders, including farmers, food hubs, municipalities, nonprofits, and government agencies\r\n Experience administering grants through solicitation, scoring, award, compliance, and closeout with data-driven outcomes\r\n Experience managing projects related to production agriculture, market access, or agribusiness development\r\n\r\n\r\n
