\r\n\r\nConnecticut Valley Hospital (CVH), under the umbrella of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS),�is seeking a motivated and mission-driven Behavioral Health Clinical Supervisor (PCN 23756) to lead our Mental Health Waiver program.�In this highly impactful role, you will shape clinical practice, ensure regulatory compliance, support community integration, and lead a team dedicated to improving the lives of adults at risk of institutional care.\r\n\r\n\r\nPOSITION HIGHLIGHTS: \r\n\r\n\r\n Full-time (40 hours/week), Monday - Friday\r\n First shift, 8:00 a.m. - 4:30 p.m.\r\n Location: 1000 Silver Street, Middletown, CT\r\n\r\n\r\n\r\nWHAT WE OFFER:\r\n\r\n\r\n\r\nAs a State of Connecticut employee, we offer competitive benefits:\r\n\r\n\r\n Visit our new State Employee Benefits Overview page!\r\n Professional growth and development opportunities.\r\n A healthy work/life balance to all employees.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nWHAT YOU WILL DO:\r\n\r\n\r\n\r\n Provide comprehensive clinical and administrative oversight of the Mental Health Waiver Program.\r\n Review all program referrals, manage and prioritize the waitlist, and coordinate referral assignments with the leadership team.\r\n Supervise and provide ongoing clinical guidance to six licensed waiver clinicians managing medically complex, high‑acuity caseloads.\r\n Ensure compliance with federal assurances and timeframes outlined in the CMS‑approved �1915(c) Mental Health Waiver.\r\n Develop, update, and implement program policies and procedures that support person‑centered recovery planning and community‑based care.\r\n Collaborate closely with the Department of Social Services on eligibility determinations, program operations, federal reporting, and audit activities.\r\n Partner with DSS on the Money Follows the Person (MFP) Program to support successful community transitions.\r\n Chair program staff meetings and lead the Mental Health Waiver Advisory Council.\r\n Represent the agency in DSS Fair Hearings related to waiver services, eligibility, and compliance.\r\n Oversee waiver enrollments, utilization management, and claims processes that directly impact federal reimbursement to the State.\r\n Contribute to fiscal oversight of the program budget and ensure alignment with state and federal requirements.\r\n Support the DMHAS mission by promoting client‑centered care, service choice, and recovery‑oriented practices.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nMORE ABOUT THE AGENCY AND FACILITIES:\r\n\r\n\r\n\r\nThe State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.\r\n\r\n\r\nConnecticut Valley Hospital boasts a rich history first opening its doors over 150 years ago in 1868. As the State’s public hospital we provide treatment of mental illness and currently comprised of 18 inpatient units over two campuses (Middletown and Hartford). In our operational framework, recovery is defined as a process of restoring or developing a positive and meaningful sense of identity apart from one’s condition and then rebuilding one’s life in the fullest sense. Recovery is an individualized patient-centered approach. Achieving and maintaining an optimal state of health and wellness is integrated in our recovery approach. Individuals acquire and practice life skills that will assist them in their recovery process.\r\nThe Mental Health Waiver program is for individuals with serious mental illness encompasses the recovery orientation adopted by the Department of Mental Health and Addiction Services (DMHAS), but also signals new directions in the community treatment of people with serious psychiatric disabilities because of its emphasis on:\r\n\r\n\r\n Intensive psychiatric rehabilitation provided in the participant’s home, and in other community setting;\r\n Attention to both psychiatric and medical needs;\r\n Emphasis on wellness and recovery;\r\n Person-Centered Planning leading to development of an individualized Recovery Plan; and\r\n Use of peer supports provided by people trained and certified in rehabilitative care, who know from first-hand experience about recovery from mental illness.�\r\n\r\n\r\nThe Mental Health Waiver Program, authorized in �1915(c) of the Social Security Act, allows the State to furnish an array of home and community-based services that assist Medicaid beneficiaries to live in the community and avoid institutional care. Waiver services complement and/or supplement services available to participants through the Medicaid State plan and other federal, state and local public programs as well as natural supports that families and communities provide.\r\nThe Waiver also serves individuals who are currently in nursing facilities or who are at risk for this level of care.� The Waiver is operated by the DMHAS with oversight by the Department of Social Services (DSS).\r\nStart with us! PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.\r\n

EXAMPLES OF DUTIES

\r\n\r\n Manages the staff and operations of a clinical program, discipline or specialized area;\r\n Coordinates, plans and manages program activities;\r\n Formulates program goals and objectives;\r\n Develops or assists in the development and implementation of related policy;\r\n Interprets and administers pertinent laws;\r\n Monitors and evaluates staff;\r\n Prepares or assists in preparation of program budget;\r\n Maintains contacts with individuals both within and outside of program who might impact on program activities;\r\n Ensures program compliance with standards established by outside monitoring agencies;\r\n Participates in grant and contract preparation and administration;\r\n Manages the recruitment, selection and retention of program staff;\r\n Ensures compliance with quality assurance findings and recommendations;\r\n Promotes cultural diversity in workplace and ensures client/individuals rights;\r\n Identifies and plans training and development needs;\r\n Analyzes problems at program level and takes appropriate action;\r\n Initiates workforce planning and monitors staff utilization to meet identified goals;\r\n Prepares or oversees preparation of reports;\r\n Investigates and responds to critical incidents;\r\n May represent program in grievances and hearings;\r\n May perform clinical duties;\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Considerable knowledge of\r\n \r\n principles, practices and issues of behavioral health care;\r\n resources available to client/individual populations;\r\n relevant agency policies and procedures;\r\n \r\n \r\n Knowledge of\r\n \r\n and ability to apply management principles and practices;\r\n relevant state and federal laws, statutes and regulations;\r\n behavioral health policies and systems;\r\n recovery principles and practices;\r\n principles and practices of public and/or health care administration;\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n \r\n \r\n Ability to\r\n \r\n influence actions of others;\r\n negotiate, mediate, and resolve conflicts;\r\n analyze and synthesize information;\r\n collaborate within program, department, agency, and community;\r\n interpret standards, contracts and regulations.\r\n \r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in behavioral health care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.\r\n\r\n\r\nNOTE: For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience working with Medicaid programs and managing multiple provider agencies Experience working with a medically compromised population.\r\n Experience developing and overseeing statewide programs for Serious Mental Illness and/or co-occurring population.\r\n Knowledge of home- and community-based services.\r\n\r\n\r\n

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.\r\n\r\n\r\nDepartment of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.\r\n
