The DAS building portfolio consists of five million square feet of state-owned space and includes active office buildings, occupied campus facilities, laboratories, parking lots, and surplus property.\r\n \r\n \r\n Our ideal candidate will be a team player with experience dealing with property management, real estate, public contracting, and construction. They will possess excellent communication skills and experience with the state’s portfolio of properties.\r\n \r\n \r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for directing staff in the management, operation and/or maintenance programs of state buildings and grounds or directing facilities management staff in the oversight of property portfolios including contractors and vendors performing property management services.

EXAMPLES OF DUTIES

\r\n\r\n Directs staff and operations in the areas of building services and contract compliance;�\r\n Coordinates, plans and manages section activities;\r\n Formulates goals and objectives;�\r\n Develops or assists in development of related policy;\r\n Interprets and administers pertinent laws;�\r\n Evaluates staff;�\r\n Assists in preparation of section budget;�\r\n Maintains contacts with individuals within and outside of section who might impact on program activities;\r\n Prepares reports, correspondence and procedural manuals;�\r\n Administers a quality control and compliance program;�\r\n Prepares and reviews plans and specifications for building renovations and/or alterations;\r\n Selects and supervises service contractors;�\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n May direct staff and operations of trade shops and grounds sections;�\r\n May develop and maintain a preventive maintenance program;�\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Considerable knowledge of\r\n \r\n and ability to apply management principles and practices;�\r\n relevant state and federal laws, statutes and regulations;\r\n relevant agency policies and procedures;��\r\n state of the art security systems, building operations and maintenance procedures and techniques;�\r\n trades including building, custodial and grounds;�\r\n energy conservation methods and techniques;\r\n budget preparation and control;�\r\n \r\n \r\n Knowledge of\r\n \r\n contract preparation and administration;\r\n tenant agency requirements;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Skill in prevention of deterioration, obsolescence and destruction of buildings and operating equipment;\r\n Considerable ability to prepare plans, specifications and cost estimates for equipment, services and repairs.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in the repair and maintenance of large buildings, leasing, acquisition or management of property or building contract administration.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.\r\nNOTE: For state employees supervisory capacity is interpreted at the level of a Maintenance Supervisor 2.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in architecture, business or construction management, engineering or public administration may be substituted for one (1) additional year of the General Experience.\r\n For state employees two (2) years of experience as a Property Management Liaison may be substituted for the General and Special Experience.\r\n\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience in managing state-owned facilities, including office buildings, laboratory space, and surplus property\r\n Experience with the utilization of a state contract for solicitation\r\n Experience in developing and managing building operational budgets\r\n Experience in implementing and managing facility management software\r\n Experience responding to building related emergencies\r\n Experience communicating with internal and external stakeholders\r\n\r\n\r\n

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
