Learn more about all Connecticut has to offer.\r\n\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\n\r\n Full-Time, 40 hours per week\r\n Monday through Friday\r\n Location: 165 Capitol Avenue, Hartford, CT 06106\r\n Hybrid (office/telework) may be available\r\n\r\n\r\nTHIS JOB IS FOR YOU IF\r\n\r\n\r\n You enjoy leading complex IT environments and can confidently oversee a hybrid infrastructure supporting enterprise-wide systems and services.\r\n You are motivated by aligning technology with business needs and take pride in delivering reliable, secure, and scalable solutions that support critical government operations.�\r\n You are a collaborative leader who values developing staff, building trust across teams, and working with diverse stakeholders to move initiatives forward.�\r\n You are curious and forward-thinking, with an interest in emerging technologies such as AI and automation and a desire to thoughtfully implement innovation in a structured, policy-driven environment.\r\n\r\n\r\nDISCOVER THE OPPORTUNITY TO\r\n\r\n\r\n Oversee the technology infrastructure supporting Core-CT, the state’s enterprise system for financials, human resources, payroll, benefits, and related business functions;\r\n Manage a hybrid IT department spanning cloud and on-premises systems, ensuring reliability, security, and performance across platforms;�\r\n Direct the administration of cloud-based services, including Oracle Cloud, and ensure effective integration with enterprise applications such as PeopleSoft;�\r\n Lead security and access management efforts, including oversight of PeopleSoft security and single sign-on (SSO) solutions;\r\n Coordinate and assess system upgrades and enhancements, including evaluating the impact of PeopleSoft Update Manager (PUM) and PeopleTools updates on Core-CT operations;\r\n Oversee key system integrations, including enterprise content management and document solutions such as FileNet;\r\n Manage and enhance the Comptroller’s technical infrastructure, including end-user computing environments, network/VPN services, and enterprise software applications used across all divisions;\r\n Direct IT service delivery functions, including helpdesk operations, ensuring timely and high-quality support for agency staff;\r\n Ensure the security, maintenance, and patching of systems, including Windows environments and related infrastructure;\r\n Lead the evaluation, implementation, and governance of emerging technologies, including AI-based tools, ensuring alignment with statewide policies, security standards, and business needs;\r\n Set priorities and coordinate resources across multiple technology domains, supporting both agency operations and the broader Core-CT system.�\r\n\r\n\r\nABOUT US\r\nThe Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.�\r\n\r\n\r\nWe are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.\r\n\r\n\r\nThe Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. The division maintains and upgrades Core-CT, provides analysis, maintains the comptroller’s technical infrastructure, and is responsible for web development for the comptroller’s communication sites.\r\n\r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)
Within a state agency information technology division this class is accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.\r\n
EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity or one (1) year of the General Experience must have been in a managerial capacity. \r\nNOTE: For state employees this experience is interpreted as two (2) years at the level of an Information Technology Supervisor or one (1) year at the level of an Information Technology Manager 1 or Agency Information Technology Manager.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n\r\n College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.\r\n A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.\r\n\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience supporting Enterprise Resource Planning (ERP) systems, including working with PeopleSoft 9.2 in a functional, technical, or administrative capacity.�\r\n Experience using PeopleTools and related technologies, including system configuration, migration, or upgrade activities.�\r\n Experience implementing or supporting cloud-based solutions, including in a hybrid (cloud/on-premises) environment.�\r\n Experience administering Oracle databases and Linux-based systems, including performance monitoring, patching, and troubleshooting.\r\n Experience applying NIST information security standards, including implementation of controls, risk assessments, or audit support activities.�\r\n Experience implementing and managing identity and access management solutions, including identify provider (IdP) integrations and authentication services (e.g., SSO, MFA).�\r\n Experience managing and deploying Microsoft enterprise technologies, including Windows Server environments and Microsoft 365/Office applications.\r\n Experience supervising staff or leading project teams, including assigning work, providing guidance, and evaluating performance.�\r\n Experience evaluating or implementing AI technologies or process automation tools, including assessing use cases, risks, and operational impacts.�\r\n Experience managing IT projects, including planning, coordinating resources, and delivering projects on time and within scope.\r\n Experience analyzing and resolving complex IT system issues, including root cause analysis and implementation of sustainable solutions.�\r\n Experience communicating technical information to diverse audiences, including preparing written documentation and delivering presentations to both technical and non-technical stakeholders.\r\n\r\n\r\n
SPECIAL REQUIREMENTS
\r\n\r\n The Information Technology Project Manager is limited to the Department of Administrative Services, Bureau of Information Technology Solutions and Centers of Information Technology Excellence as identified by the statewide Chief Information Officer. Managers functioning in this capacity oversee a portfolio of large, long range or multiple on-going projects. The complexity of the assignment is determined by project scope, risk exposure, span of control, diversity of skill-sets and capabilities as well as the size of project budget and number of team members. They oversee all phases of projects from conception to completion utilizing PMI standards.\r\n Incumbents assigned to positions designated to perform Information Technology Project Management may be required to possess Certification as a Project Management Professional (PMP).\r\n The Solutions Architect is limited to the Department of Administrative Services, Bureau of Information Technology Solutions and Centers of Information Technology Excellence as identified by the statewide Chief Information Officer. Managers functioning in this capacity oversee all aspects of solution architect projects which includes the development of technology solutions and mapping business requirements to systems and technical requirements ensuring alignment with the enterprise architectural plan.\r\n\r\n\r\n
