This includes directing programs and establishing the policies of the Liquor Control Division while administering the Liquor Control Act to ensure uniform licensing and enforcement. Duties include training, supervising, and assigning work.\r\n \r\n \r\n \r\n \r\n ABOUT US\r\n \r\n The mission of the State of Connecticut, Department of Consumer Protection (DCP) is to promote a fair and equitable marketplace and to ensure safe products and services for consumers. The department is comprised of several divisions, each of which oversees the different industries that it regulates.�\r\n \r\n \r\n The Liquor Control Division safeguards the health and safety of Connecticut citizens by regulating all persons and firms involved in distributing, selling, and dispensing alcoholic liquor in order to prevent sales to minors and intoxicated persons, maintain product integrity, and ensure that licensed premises are safe and sanitary.\r\n \r\n \r\n \r\n \r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Consumer Protection this class is accountable for planning, organizing and directing the programs of a division.\r\n
EXAMPLES OF DUTIES
\r\n\r\n Directs staff and operations of a division;�\r\n Coordinates, plans and manages division activities;�\r\n Formulates program goals and objectives;�\r\n Develops or assists in development of related policy;�\r\n Interprets and administers pertinent laws;�\r\n Evaluates staff;�\r\n Prepares or assists in preparation of division budget;�\r\n Maintains contacts with individuals both within and outside of division who might impact program activities;\r\n Prepares proposed legislation and regulations;�\r\n Establishes and administers uniform statutory and regulatory enforcement policies and procedures;�\r\n Represents department on various boards, commissions and tasks forces dealing with public policy issues;\r\n Prepares and delivers testimony before legislative committees;\r\n Identifies potential opportunities, challenges, and risks facing consumers, licensees, and regulated markets and develops measures in coordination with other agencies intended to mitigate such risks;\r\n Participates in public education and outreach activities;\r\n Directs development and dissemination of information for media;�\r\n Develops and implements in-service training programs;�\r\n Directs preparation of cases for hearings and court;�\r\n Prepares correspondence and reports;�\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n May direct programs and operations related to the licensing of businesses, professional, and occupational trades to perform business activities in Connecticut;\r\n May direct programs and operations related to the licensing of businesses and permitting of individuals and entities involved with legalized gambling activities in Connecticut;\r\n May direct programs and operations related to persons and businesses that manufacture or sell food products in Connecticut, including regulation of product safety and food standards;\r\n May direct programs and operations related to persons and businesses involved in the distribution, selling and dispensing of alcoholic liquor in Connecticut;\r\n May develop and execute programs involving the examination and resolution of unfair trade practice consumer complaints;\r\n May coordinate administration of examinations;�\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n\r\n\r\n Considerable knowledge of\r\n \r\n and ability to apply management principles and practices;\r\n relevant state and federal laws, statutes, regulations, policies and procedures;\r\n principles and methods of investigation, inspection and hearing procedures;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills.\r\n \r\n \r\n\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in consumer protection laws and regulations or gaming laws and regulations performing duties in regulation monitoring, policy enforcement, issuance of licenses, inspection, auditing or investigation.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n \r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n \r\n \r\n \r\n A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.\r\n \r\n\r\n
PREFERRED QUALIFICATIONS
\r\n Experience leading a team of employees in a unionized environment.\r\n Experience conducting and overseeing investigations, inspections, and other regulatory functions.\r\n Experience interpreting and applying Connecticut Liquor Control laws, regulations, policies and procedures.\r\n Experience identifying and implementing process improvement initiatives.\r\n Experience drafting procedures and ensuring compliance.\r\n\r\n
