Solnit Center is looking for you to be a part of their team!�\r\n\r\n\r\n\r\nThe State of Connecticut, Department of Children and Families (DCF), seeks a talented and qualified professional for the position of Quality Assurance Manager to manage and monitor quality assurance and quality improvement efforts in all of Solnit North's programs.�Aligning programs with the requirements for accreditation of the Joint Commission, certification by the Department of Public Health (DPH), and the regulatory compliance of Centers for Medicare and Medicaid Services, Psychiatric Residential Treatment Facilities (CMS PRTF).\r\n\r\n\r\n\r\nPosition Details:\r\n\r\n\r\n Full-time, first shift,�40 hours per week,�\r\n Monday through Friday 8:30 am - 5:00 pm.�\r\n Albert J. Responsibilities will include (but are not limited to):\r\n\r\n\r\n Ensuring compliance with regulatory standards of the Joint Commission.\r\n Regulatory compliance with CMS PRTF.\r\n Providing an assessment of the efficacy of practice improvement initiatives and preparing reports inclusive of data for presentations.\r\n Program analysis of staff development and trainings.\r\n Management and supervision of staff and programs.\r\n Oversight of medical records.\r\n Monitoring and analyzing outcomes.\r\n Serving as a liaison between the facility and numerous partners both within DCF (e.g., Regional Office leadership) and outside the agency (e.g., Beacon Health Options, advocates).\r\n\r\n\r\n\r\n\r\nAlbert J. Solnit Children’s Center–North Campus:\r\nIs a state-administered Psychiatric Residential Treatment Facility (PRTF) for adolescent boys between the ages of 13-17.� The Solnit Center provides comprehensive care to adolescents with complex psychiatric profiles who cannot be safely assessed or treated in a less restrictive setting.\r\n\r\n\r\nSolnit Center mission is Caring, Healing and Teaching - Partnering with youth, families and communities to build hope and create equitable opportunities.� We are widely recognized as a center of excellence for family-centered treatment of youth with complex psychiatric profiles.� At the Solnit Center, we treat our youth and each other with dignity and respect.� It is in this relational, cultural and gender-sensitive surrounding that our therapeutic milieu is based. PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state facility this class is accountable for directing, developing and implementing an organized program of quality assurance in accordance with national standards and accreditation requirements and/or regional and state quality assurance plans.\r\n
EXAMPLES OF DUTIES
\r\n Designs and/or directs implementation and monitoring of a quality assurance and/or risk management program to comply with some or all of the following requirements as applicable to the practice setting:\r\n \r\n regional quality assurance plans�\r\n JCAHO standards�\r\n American Correctional Association standards�\r\n other accreditation bodies requirements;�\r\n \r\n \r\n Formulates program goals and objectives;\r\n Interprets and administers pertinent laws and regulations;�\r\n Evaluates and trains facility staff;�\r\n Maintains contact with individuals within and outside of facility who might impact on program activities;�\r\n Prepares reports and correspondence;�\r\n Develops procedures to implement quality assurance programs;\r\n Assists in development of regional Quality Assurance plan;�\r\n Conducts on-going reviews of facility programs;\r\n Identifies problem areas in facility programs, recommends solutions and monitors corrective action;�\r\n Provides consultation services to administrative and other professional staff regarding quality assurance programs;�\r\n Chairs and/or participates on various committees and task forces;\r\n Evaluates, revises and drafts relevant policy;�\r\n Directs survey participation activities and maintains continuous compliance with regulatory bodies;�\r\n Develops data management and data presentation strategies;\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n Performs related duties as required.\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Considerable knowledge of\r\n \r\n relevant state and federal laws, statutes and regulations;\r\n applicable survey standards and practices;�\r\n principles of modern psychiatric hospital or juvenile justice facility administration;\r\n classification and treatment of mental illness;�\r\n research methods and statistical analysis;�\r\n \r\n \r\n Knowledge of\r\n \r\n and ability to apply management principles and practices;\r\n principles and practices of community psychiatry and/or community corrections;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;\r\n \r\n \r\n Computer skills.\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in a behavioral health facility, system or research environment.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a professional capacity in a behavioral health quality assurance program.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n\r\n\r\n College training in the field of nursing, psychology, social work or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. \r\n DEPARTMENT OF CHILDREN AND FAMILIES:�College training in the field of applied sociology, social and/or human services, clinical psychology, child development, criminal justice, counseling, human development and family relations, marriage and family therapy may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in the above areas may be substituted for one (1) additional year of the General Experience.\r\n\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Knowledge of Joint Commission accreditation and CMS certification\r\n Quality Assurance/Performance Improvement initiatives\r\n Analyzing and reporting data to inform improvement strategies\r\n Behavioral Health facility Risk Management\r\n Specific Quality Management Techniques (e.g. Lean, Six Sigma)\r\n Clinical practice in a psychiatric hospital or behavioral health setting\r\n Supervising professional staff in a Quality Assurance and/or Risk Management program\r\n\r\n\r\n
