The Delaware State Auditor serves Delawareans by providing independent objective oversight of the state government’s use of taxpayer dollars with the goal of deterring fraud, waste and abuse through unbiased assessments. Through the use of various audits, special reports, and investigations AOA ensures statutory compliance while enhancing governmental economy, efficiency, and effectiveness.\r\n
Summary Statement
\r\nThis level is responsible for managing diverse professional engagement functions at the state level through subordinate supervisors.\r\n\r\n
Essential Functions
Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Documents, tests, reviews and evaluates management controls and operating procedures. Identifies management control and operating procedure deficiencies and incidents of actual and suspected fraud, waste, and abuse/misuse.\r\n Reviews, analyzes, interprets, and reports upon management controls and operating procedures as a part of, (1) operational reviews and economy and efficiency audits in order to report on the effectiveness and efficiency of operations, (2) investigative and inspection examinations in order to report on deficiencies that can cause fraud and abuse; and (3) compliance audits to report on the adequacy of controls and/or ensure that legal and regulatory requirements are met. \r\n Researches applicable laws, rules, regulations and standards for engagements and special projects.\r\n Reviews, analyzes, evaluates, and reports upon operational and accounting controls in order to render an opinion on financial statements.\r\n Conducts entrance interviews to elicit data, information, records, and/or documentation to support engagement research, analysis, and reports.� Conducts exit interviews to provide findings, recommendations and guidance/direction to organizations to resolve issues.�� \r\n Reviews and evaluates state agencies, departments, school districts, charter schools, local governments, and grant recipients’ policies and procedures for internal controls and compliance with applicable laws and standards.\r\n Reviews and analyzes records (financial, contractual) and documents the results in accordance with professional standards.\r\n Applies professional standards, methods and procedures to analyze and make recommendations concerning the accuracy of accounting systems and management controls and operating procedures.\r\n Prepares work papers, analysis summaries, findings/recommendations, correspondence, and engagement reports. \r\n Evaluates the overall accuracy and sufficiency of management controls and operating procedures as they pertain to the scope of the engagement.\r\n Evaluates program operations; identifies potential improvements in operational efficiency.\r\n Develops engagement scope, objectives, plan and program.\r\n Evaluates the quality of work performed by the other audit organizations such as internal auditors, independent Certified Public Accountant (CPA) firms or Contractors.\r\n Performs complex data analyses using data analysis software. \r\n\r\n
Job Requirements
JOB REQUIREMENTS for Administrative Auditor� \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Possession of a Bachelors’\r\n degree or higher in Accounting, Finance, Science, Business, Technology or related field.�\r\n Three years’ experience in\r\n planning, organizing, developing, implementing and evaluating multiple\r\n engagements simultaneously in accordance with professional auditing standards.\r\n Three years' experience in\r\n establishing goals, objectives and priorities in accordance with an\r\n organization's overall mission.\r\n Three years' experience in\r\n developing policies and procedures.�\r\n Three years' experience in\r\n staff supervision which includes planning, assigning, reviewing, and evaluating\r\n the work of others.\r\n\r\n\r\n
Conditions of Hire
As a condition of hire, if the applicant does not possess a current Certified Fraud Examiner (CFE) or equivalent AND at least one of the following certifications: Possession of a Certified Public Accountant (CPA), or Certified Information System Auditor (CISA), or Certified\r\nInternal Auditor (CIA); the applicant must agree as a requirement of employment to obtain certification(s) within 12 months.� Contact agency for more details.� Failure to obtain the certification(s) within this timeframe will result in termination of employment.\r\n\r\n\r\nAll new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.\r\n
