Summary Statement

This classification is a certified police officer\r\nresponsible for conducting complex criminal and civil investigations and\r\nenforcing liquor, marijuana, and criminal statutes of the state.� The incumbent will operate primarily in plain clothes, at times in an undercover capacity, perform inspections of\r\nliquor, tobacco, and marijuana establishments to ensure compliance with\r\napplicable laws, and draft and execute search warrants and arrest warrants.� This position requires excellent\r\ninvestigative and report-writing skills.\r\n

Essential Functions

Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Ensures exhaustive follow-up investigation of all evidence, tips and sources of information.\r\n �\r\n Ensures appropriate inclusion and coordination between multiple agencies.\r\n �\r\n Conducts Statewide Beverage Server Training classes, administers tests and issues server identification cards.\r\n �\r\n Conducts civil and criminal investigations including complex investigations such as hidden ownership, three-tier system violations, etc.\r\n �\r\n Conducts sting operations.\r\n �\r\n Conducts inspections of liquor establishments and warehouse inventory audits.\r\n �\r\n Participates in overseeing/field training lower level agents.�Provides input to Alcohol and Tobacco Enforcement Field Supervisor on agent's performance.\r\n �\r\n Makes arrests, completes investigative and compliance reports to include crime reports that are submitted to the State Bureau of Identification; reports bay be used in court cases; prosecutes cases in court and before the Alcohol and Tobacco Enforcement Commission.\r\n\r\n

Job Requirements

JOB REQUIREMENTS for Alcohol & Tobacco Police Officer III \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Possession of an active State of Delaware Council on Police Training Certificate or equivalent, OR eligibility for recertification per Delaware Administrative Code Title 1, Chapter 801, Section 8.0 Re-activation Requirements of Police Officers. \r\n At least three years experience�as a Certified Police Officer. \r\n Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).\r\n Three years experience in conducting investigations which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings. \r\n Three years experience in ensuring compliance with alcohol and tobacco laws, rules, regulations, standards, policies, and procedures. \r\n Knowledge of staff training.\r\n\r\n

The State of Delaware Executive Branch participates in the Federal E-Verify system where the State will provide the federal government with each new hires Form I-9 information to confirm that you are authorized to work in the U.S. For more information refer to our job seeker resources.\r\n\r\n\r\nThis position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable�terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16.� This position is covered by a collective bargaining agreement based on its individual terms.\r\n\r\n\r\nA satisfactory fingerprint-based background check administered by the Delaware State Police is required as a Condition of Hire.\r\n\r\n\r\nAll new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.\r\n\r\n
