Summary Statement

The Outreach Coordinator plays a key role in connecting communities to meaningful programs and services. This position is responsible for developing, coordinating, and delivering community outreach initiatives and events in partnership with community organizations, state agencies, and local businesses. You will build strong relationships, maintain in-depth knowledge of available programs/services, and serve as resource for participants by providing referrals and guidance.\r\nResponsibilities include managing outreach calendars, coordinating events/presentations, tracking participant data, and preparing reports to measure outreach goals and outcomes. This role offers the opportunity to engage directly with the community, make a positive impact, and collaborate across diverse partners.\r\n\r\n\r\n

Essential Functions

Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Conducts individual and group intake sessions to orient job seekers and employers to the services available and instructs and coaches job seekers/employers on using resources/equipment available.\r\n Conducts individual or group assessments to determine level of service needs.\r\n Identifies job seeker's employment potential using assessment tools and labor market information.\r\n Assists job seekers to develop realistic and achievable employment goals; identifies obstacles/barriers to employment; jointly formulate employability development plans directed at employment outcomes.\r\n Refers clients to employers for possible job placement based upon comparison of applicant qualifications to employer job requirements.\r\n Refers clients to educational and other support service agencies to resolve obstacles to employment.\r\n Develops job placement opportunities.\r\n Works with eligible job seekers to obtain training from state approved training institutions or explores other avenues for pursuing training and employment goals.\r\n Monitors job seeker's progress towards completion of employability development plan and modifies as necessary.� �\r\n\r\n

JOB REQUIREMENTS for Employment Services Specialist I\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Knowledge of career counseling which includes assisting hard to serve job seekers to develop realistic and achievable employment goals; interviewing to obtain facts and explore issues; identifying obstacles or barriers to employment and jointly formulating employability development plans directed at employment outcomes.�\r\n Knowledge of presenting training courses using a variety of training methods such as lecture, structured exercises, role play or group discussion as well as the use of training materials such as overheads, PowerPoint, handouts or videos.\r\n Knowledge of using standard computer software programs for word processing, spreadsheets or databases.�\r\n Knowledge of narrative report writing.\r\n\r\n\r\n\r\nJOB REQUIREMENTS for�Employment Services Specialist II\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n One year experience in career counseling which includes assisting hard to serve job seekers to develop realistic and achievable employment goals; interviewing to obtain facts and explore issues; identifying obstacles or barriers to employment and jointly formulating employability development plans directed at employment outcomes.\r\n One year�experience in presenting training courses using a variety of training methods such as lecture, structured exercises, role play or group discussion as well as the use of training materials such as overheads, PowerPoint, handouts or videos.\r\n One year experience in using standard computer software programs for word processing, spreadsheets or databases.\r\n One year experience in narrative report writing.\r\n Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.�\r\n Knowledge of case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individual's human service needs.\r\n\r\n\r\n\r\nJOB REQUIREMENTS for Employment Services Specialist III\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Two years experience in career counseling which includes assisting hard to serve job seekers to develop realistic and achievable employment goals; interviewing to obtain facts and explore issues; identifying obstacles or barriers to employment and jointly formulating employability development plans directed at employment outcomes.\r\n Two years experience in presenting training courses using a variety of training methods such as lecture, structured exercises, role play or group discussion as well as the use of training materials such as overheads, PowerPoint, handouts or videos.\r\n One year�experience in case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individuals human service needs.\r\n One year�experience in interpreting laws, rules, regulations, standards, policies, and procedures.\r\n One year�experience in using standard computer software programs for word processing, spreadsheets or databases.\r\n One year�experience in narrative report writing.\r\n\r\n

Conditions of Hire

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable�terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16.� This position is covered by a collective bargaining agreement based on its individual terms.\r\nThe State of Delaware recognizes the value of�telework\r\nand flexible working schedules.�This position is eligible for�Telework�according to the State of Delaware’s�Alternative Work Arrangement Policy.
