\r\nDelaware's Attorney General, the State's chief law enforcement officer, has a broad responsibility to combat crime, uphold civil rights, safeguard families, fight fraud, and protect consumers in the First State.\r\nIn meeting this mission, Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal, Civil, Family, Fraud and Consumer Protection, and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion.\r\nDeputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.\r\n
Summary Statement
\r\n\r\n\r\nThere is an immediate need for a Special Investigator in the Criminal Division, Delaware Child Predator Task Force. The Task Force offices are located in Dover, Delaware. This Special Investigator will work directly with the Deputy Attorney General assigned to the Task Force and law enforcement officers from Task Force affiliate agencies in pre-arrest and post-arrest investigations, as well as prosecution arising from the online sexual exploitation of children and related crimes. Task Force Special Investigators are supervised by the Deputy Attorney General assigned to the Task Force.\r\n\r\n\r\n\r\nSpecial Investigators with the Task Force are trained to initiate and build cases involving the online sexual exploitation of children, as well as respond to tips and referrals. Special Investigators must manage a complex caseload, investigating crimes related to technology-assisted sexual exploitation of children, primarily arising from CyberTips provided by the National Center for Missing and Exploited Children. Task Force Special Investigators are also responsible for interviewing witnesses, obtaining evidence, drafting and presenting electronic search warrants, attending court proceedings, testifying when appropriate, and providing overall prosecution assistance to Deputy Attorneys General on specific cases.\r\n\r\n\r\nSpecial Investigators prepare and submit timely reports of interviews and investigations and maintain professional relationships, as well as strong lines of communication and coordination, with federal, state, and local law enforcement agencies on Task Force cases. Special Investigators assigned to the Task Force will be exposed to varying degrees of computer technology. Training will be provided as needed to meet expectations and the evolving needs of the Task Force.\r\n\r\n\r\nSpecial Investigators assigned to the Task Force are frequently exposed to child exploitation material and should consider this before applying.\r\n\r\n\r\nSpecial Investigators are required to maintain professional certification in numerous areas, including CJIS, DELJIS, NCIC, AutoTrack, and other areas of expertise and databases specific to the Task Force.\r\n\r\n\r\n\r\n\r\n\r\n\r\n

Since class specifications are descriptive and not restrictive, incumbents can complete job duties, of a similar kind, not listed here.\r\n\r\n\r\n•\tConducts investigations, which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.\r\n•\tInterviews witnesses, obtains evidence, attends court proceedings, and testifies when appropriate and provide overall vertical assistance to Deputy Attorney Generals on specific prosecutions or investigations.�\r\n•\tVerifies claims of alleged or probable violations.\r\n•\tExamines various records and documents in order to ascertain relevant information.\r\n•\tIdentifies, gathers, collects, evaluates and preserves evidence.\r\n•\tMakes judgments after evaluating all available facts and recommends appropriate action.\r\n•\tInterprets and applies applicable laws, rules, regulations, standards, policies, and procedures.\r\n•\tPrepares comprehensive and timely investigative reports; documenting interviews and other investigative efforts.�\r\n•\tTestifies in criminal courts, before a Grand Jury, or during an administrative hearing (if requested by an administrative body).\r\n•\tMay conduct surveillance and undercover investigations.\r\n•\tPrepares criminal cases for prosecution.\r\n•\tAbility to work independently or in a team to investigate and prosecute complex cases.\r\n•\tMaintains professional liaisons and strong lines of communications with other law enforcement partners.\r\n\r\n\r\n\r\n
Job Requirements
\r\n\r\n Minimum five years law enforcement experience, with training and experience in sex crimes.\r\n Ability to investigate complex and difficult cases both independently and as part of a team.\r\n Ability to prepare comprehensive investigative reports for review by a Deputy Attorney General for civil and criminal complaints.\r\n Strong written and verbal communication skills.\r\n Current or recent Police Officers Standards Training (“POST”) certification.�\r\n Familiarity with Microsoft Office (Word, Excel, PowerPoint), DELJIS, NCIC, and LEISS.\r\n Possession of a valid driver’s license.\r\n Ability to qualify to carry a DOJ-issued firearm.\r\n Willingness to travel and attend various training opportunities as needed.\r\n\r\n\r\n\r\n\r\n
