Development Gateway: An IREX Venture (DG) is an international non-profit organization with approximately 80 team members based in more than 10 countries worldwide. By leveraging the combination of programmatic and IT developer capacity and skills within DG, over the last 20 years we have researched data ecosystems, built digital tools to support those data ecosystems, and advised on data strategy and digital transformation to strengthen decision-making, transparency, and service delivery.

Livestock Improvement Corporation (LIC) has awarded a sub-grant to Development Gateway to implement the Expanding Dairy Genetics in East Africa (EDGE) project activities through a four-year implementation period from May 2026 to Apr 2030. LIC and Development Gateway will reach the project’s goal of addressing supply, demand, and the enabling environment to sustainably increase dairy productivity through genetic gains by 1) strengthening last-mile delivery of improved genetics; 2) increasing farmer demand and adoption; and 3) improving the enabling environment.

Development Gateway’s role will be to build awareness and capacity of Small-scale Producers of artificial insemination (Conventional and sexed semen), strengthen artificial insemination technicians’ skills and reach and access to necessary inputs and infrastructure to sustainably increase dairy productivity through the adoption of the artificial insemination at scale. Strengthening the dairy genetic gain delivery system, continuing with the commercialization pathway and its accountability will be a focus, as well as innovation and scaling different approaches. Building on previous works with Gates Foundation, the Private-Public Partnership for artificial insemination Delivery and Sustainable Commercialization of Sexed Dairy Genetics (SCSDG) in East Africa projects, EDGE will work to improve market access to improved dairy genetics for youth, women and men dairy farmers of different scales.

The Accountant will maintain accurate transactional records in the accounting system, as well as ensure compliance with LIC’s financial and operational procedures that meet the requirements of the Ethiopian context and the Gates Foundation. The Accountant will support part time, accounting, financial, grant and administrative aspects of a multifaceted development program.

The Accountant will report to Development Gateway’s Senior Program Manager.

Responsibilities

Primary responsibilities of the position include but are not limited to the following:

  • Being responsible for all approved payments
  • Assisting with month end financial reports and send them to LIC for processing.
  • Assisting in the management and reconciliation of bank accounts
  • Leading the preparation of budgets and projections as well as monthly financial statements for EDGE project
  • Preparing payments and vouchers, and ensuring that all supporting documents are included and complete in accordance with EDGE and donor policies and procedures
  • Leading and ensuring recording of all EDGE project financial transactions in accordance with the agreed policy and sharing financial reports with LIC on monthly basis
  • Ensuring that all creditors and debtors accounts are reconciled, and accruals schedules are prepared monthly
  • Utilizing the Development Gateway EDGE Google Drive to store key documents in the right location/folder
  • Maintaining financial management files for all local transactions as required by EDGE/LIC, including but not limited to filing of general ledger journal vouchers, accounts payable documentation, and other miscellaneous financial expenses
  • Contributing to the work planning process and responsibility for drafting the annual procurement plan
  • Leading all EDGE project procurement processes in accordance with the agreed policy.

  • Other duties as assigned by the supervisor

Requirements

  • Bachelor’s Degree in finance, accounting, or related field of study
  • Minimum 3 years; experience in project accounting and financial management of donor funded programs
  • Prior experience in administering staff benefits, pension funds, payroll, etc.
  • Ability to coordinate, collaborate, and negotiate with clients, host government officials, NGOs, sub-grantees in implementing project activities.
  • Knowledge and experience using Microsoft Office applications such as Excel
  • Excellent analytical, organizational, and problem-solving skills to ensure sound decision making
  • Strong communication skills both verbal and written in English.
  • Ability to occasionally travel to the field to support activities
  • Chartered Accountant certification (or equivalent)
  • Experience with CostPoint, SharePoint and/or award management systems
  • Experience in budgeting, forecasting, cost share and USG cost principles
