POSITION SUMMARY
Reporting to the Vice President of Construction, the Director of Construction Operations is responsible for establishing, leading, and scaling a new Civil Construction division. This role provides strategic and operational leadership across project delivery, subcontractor management, market expansion, and financial performance, with a primary focus on concrete and civil infrastructure projects.
The Director will oversee all aspects of construction operations, including project planning, execution, safety, budgeting, scheduling, and workforce development, while actively expanding the company’s geographic footprint and developing new client relationships and market opportunities.
ESSENTIAL FUNCTIONS
- Leads the launch and ongoing management of a new Civil Construction division, including operational structure, staffing, and processes.
- Oversees all construction operations, ensuring projects are delivered safely, on schedule, within budget, and to quality standards.
- Manages and administers subcontractor relationships, with emphasis on concrete, structural, and civil scopes of work.
- Develops and executes market expansion strategies to grow the company’s presence in new and existing territories.
- Builds and maintains strong relationships with owners, developers, engineers, municipalities, and strategic partners.
- Collaborates with estimating and preconstruction teams on bids, proposals, and value engineering opportunities.
- Provides financial oversight including budgeting, forecasting, cost controls, and profit performance.
- Establishes performance metrics and reporting dashboards for project and division‑level performance.
- Ensures compliance with all safety regulations, company policies, and applicable local, state, and federal requirements.
- Leads, mentors, and develops project managers, superintendents, and field leadership teams.
- Supports capital planning, equipment acquisition, and workforce scaling aligned with growth objectives.
- Oversees contract administration, change management, risk mitigation, and dispute resolution.
- Partners with executive leadership to align construction operations with company strategic goals.
- Promotes a culture of safety, accountability, collaboration, and continuous improvement.
- Performs other duties as assigned.
POSITION QUALIFICATIONS
EDUCATION, SKILLS, ABILITIES
- Bachelor’s degree in Construction Management, Civil Engineering, or related field required.
- Strong understanding of civil construction, concrete operations, and subcontractor management.
- Proven ability to build and scale construction operations or business units.
- Advanced knowledge of construction scheduling, cost control, and contract administration.
- Experience working with engineers, municipalities, and regulatory agencies.
- Strong leadership, communication, and decision‑making skills.
- Financial acumen with experience managing multi‑million‑dollar budgets and P&L responsibility.
- Proficiency with construction software and tools (e.g., HCSS, HeavyBid, Primavera, MS Project, ERP systems).
- Ability to travel regionally as required.
EXPERIENCE
- 15+ years of progressive experience in civil and heavy construction operations.
- Senior leadership experience (Director, VP, or equivalent) overseeing large‑scale construction projects and teams.
- Demonstrated success launching or expanding construction divisions or business lines.
- Extensive experience managing concrete, structural, and infrastructure projects.
- Proven track record of market development, client growth, and operational scalability.
PHYSICAL DEMANDS & WORK ENVIRONMENT
- Regular site visits to active construction projects.
- Ability to navigate construction sites, including uneven terrain and varying weather conditions.
- Required use of PPE when on job sites.
- Combination of office and field‑based work environment.
